Making Democracy Count: How Mathematics Improves Voting, Electoral Maps, and Representation

by Ismar Volić

How we can repair our democracy by rebuilding the mechanisms that power itWhat’s the best way to determine what most voters want when multiple candidates are running? What’s the fairest way to allocate legislative seats to different constituencies? What’s the least distorted way to draw voting districts? Not the way we do things now. Democracy is mathematical to its very foundations. Yet most of the methods in use are a historical grab bag of the shortsighted, the cynical, the innumerate, and the outright discriminatory. Making Democracy Count sheds new light on our electoral systems, revealing how a deeper understanding of their mathematics is the key to creating civic infrastructure that works for everyone. In this timely guide, Ismar Volić empowers us to use mathematical thinking as an objective, nonpartisan framework that rises above the noise and rancor of today’s divided public square. Examining our representative democracy using powerful clarifying concepts, Volić shows why our current voting system stifles political diversity, why the size of the House of Representatives contributes to its paralysis, why gerrymandering is a sinister instrument that entrenches partisanship and disenfranchisement, why the Electoral College must be rethought, and what can work better and why. Volić also discusses the legal and constitutional practicalities involved and proposes a road map for repairing the mathematical structures that undergird representative government.Making Democracy Count gives us the concrete knowledge and the confidence to advocate for a more just, equitable, and inclusive democracy.

Long Problems: Climate Change and the Challenge of Governing across Time

by Thomas Hale

Political strategies for tackling climate change and other &“long problems&” that span generationsClimate change and its consequences unfold over many generations. Past emissions affect our climate today, just as our actions shape the climate of tomorrow, while the effects of global warming will last thousands of years. Yet the priorities of the present dominate our climate policy and the politics surrounding it. Even the social science that attempts to frame the problem does not theorize time effectively. In this pathbreaking book, Thomas Hale examines the politics of climate change and other &“long problems.&” He shows why we find it hard to act before a problem&’s effects are felt, why our future interests carry little weight in current debates, and why our institutions struggle to balance durability and adaptability. With long-term goals in mind, he outlines strategies for tilting the politics and policies of climate change toward better outcomes.Globalization &“widened&” political problems across national boundaries and changed our understanding of politics and governance. Hale argues that we must make a similar shift to understand the &“lengthening&” of problems across time. He describes tools and strategies that can, under certain conditions, allow policymakers to anticipate future needs and risks, make interventions that get ahead of problems, shift time horizons, adapt to changing circumstances, and set forward-looking goals that endure. As the climate changes, politics must, too. Efforts to solve long-term problems—not only climate change but other issues as well, including technology governance and demographic shifts—can also be a catalyst for a broader institutional transformation oriented toward the long term. With Long Problems, Hale offers an essential guide to governing across time.

Revolutionary Hope in a Time of Crisis: Political Disillusion, Democracy, and Utopia (Routledge Studies in Social and Political Thought)

Revolutionary Hope in a Time of Crisis takes up the question of how to theorize and revive revolutionary hope in the present era of political disillusion. The collection consists of new cutting-edge research essays written by an interdisciplinary mix of established and emerging scholars, bringing together a wide range of intellectual traditions and perspectives. The contributors confront the challenge of relearning hope by exploring the politically transformative potential of past disappointments and defeats. They encourage us to acknowledge, come to terms with and learn from the complexities, failures, and losses entailed in resistance, and to consider them as an occasion for rethinking the established patterns of revolutionary thought. Specifically, the essays question how engagement with past disappointments, losses, and defeats can help us creatively respond to the difficulties and failures of resistance—and inspire our imagination of revolutionary possibilities in the present. Written in an accessible tone without theoretical density or academic jargon, Revolutionary Hope in a Time of Crisis provides theoretical and historical contexts to what it means to engage in left activism today. A vital resource for those interested in intellectual history, political history, radical politics, democracy, and contemporary political theory.

India and Investor-State Dispute Settlement: Affronting Sovereignty or Indicting Capriciousness? (Routledge Research in International Economic Law)

by Prabhash Ranjan

Prabhash Ranjan explores the two competing narratives of investor-state dispute settlement (ISDS) and focuses on the six ISDS cases India lost. On the one hand, ISDS is chastised for affronting the State’s sovereign regulatory power – the Philip Morris narrative. On the other hand, ISDS allows investors to hold States accountable for abuse of public power – the Yukos narrative. This book argues that India’s ISDS story resembles the Yukos narrative. With a focus on six case studies, this book examines the reasons that led to foreign investors suing India and the following developments. These ISDS claims are divided into four categories: a case arising from judicial actions, claims brought because of the cancellation of a contract to lease spectrum, conflicts resulting from the imposition of retroactive taxes, and disputes arising from the actions of sub-national governments. Based on India’s recent treaty practice, the book also contends that India is de-legalizing and de-judicializing international investment law. By telling India’s ISDS story, the book drives home the point that rectifying the ISDS system's flaws requires both narratives' centrality. Excessive focus on the Philip Morris narrative will replace the existing imbalances with a new one where the scale tilts towards the States to the detriment of foreign investment. This is a useful reference for scholars and practitioners interested in ISDS and its implications for India.

Iran and the West: A Non-Western Approach to Foreign Policy (Routledge Studies in Middle Eastern Politics)

by Andrew Thomas

This book explores non-Western approaches to foreign policy in the context of Iran in order to encourage wider consideration of non-Western scholarship in international relations.Throughout its existence IR has drawn primarily on Western thought and experience, leaving other perspectives on the periphery of discourse. As the field becomes more about contexts beyond the West, this has become a challenge for creating a truly ‘global’ field of study. Concepts like ‘national interest,’ ‘rationality’ and ‘pragmatism’ are often applied to Iran without considering what these concepts mean in the context of Iranian political identity. The aim of this book is to highlight the contemporary relevance of native Iranian and non-Western perspectives to IR analysis, returning complexity and critique to Iranian studies. To do this, the author examines four of Iran’s political encounters with the West, including its resistance to sanctions policy and negotiations surrounding its nuclear program. Ultimately, the book argues that ignoring Iranian motivations of identity has routinely resulted in missed opportunities, growing tensions and failed coercive policy. The book will prove valuable reading for students and researchers interested in international relations theory, Iranian history and Middle East studies.
