The Geneva Association and Risk Economics The Geneva Association The Geneva Association (International Association for the Study of Insurance Economics) commenced its activities in June 1973, on the initiative of twenty-two members in eight European countries. It now has fifty-four members in sixteen countries in Europe and in the United States. The members of the association are insurance companies which provide financial support for its activities. The aims and strategy of the Geneva Association were clearly defined in 1971 by the founding committee. They were set forth in the first report to the Assembly of Members in 1974: "To make an original contribution to the progress of insurance by objective studies on the interdependence between economics and insurance." In pursuit of this objective, the Association strives to place insurance problems in the context of the modern economy and to overcome the antagonism between different groups and institutions by showing that they all have a common interest in tackling the problem of risk in a changing world. In consequence, the studies made by the Association had to move away from the subjects familiar to insurance professionals and explore related fields, dealing with opinions and behavior falling outside the profession's vii FOREWORD viii traditional framework of analysis. It is in this direction that the Association's preoccupations have been directed from the beginning, towards areas in which insurance activities come into contact with those of other economic sectors such as government, banking, manufacturing, and households.

Dies Buch setzt den Ansatz des Buches Krelle und Gabisch "Wachstums­ theorie", Lecture Notes in Economics and Mathematical Systems, Springer Verlag, Berlin, Heidelberg, New York 1972 , fort. Es ist nicht einfach eine 2. Auflage, einmal weil diesmal nur ein Autor das Buch konzipiert und geschrieben hat und auch ein anderer Mit­ arbeiter genannt wird, zum anderen, weil das Buch vollständig neu geschrieben und erheblich erweitert wurde. Ganz neue Gebiete wurden in der Zwischenzeit eröffnet, insbesondere der Bereich des Wachstums bei erschöpf taren Ressourcen . Aber auch bei der Er~lärung und Ana­ lyse des technischen Fortschritts und des Bevölkerungswachstums sowie der Einkommens-und Vermögensverteilung im Wachstum haben sich neue Gesichtspunkte ergeben. Auf diese Weise ist ein neues Buch entstanden. Das Ziel ist aber gegenüber dem Buch von Krelle und Gabisch "Wachs­ tumstheorie" unverändert. Das Buch soll (ich zitiere aus dem dortigen Vorwort) "den Grundstock der Wachstumstheorie auf möglichst einfache Weise darstellen und dem Studenten eine Hilfe bei der Einarbeitung in dies Gebiet der Wirtschaftstheorie geben. Um diesem Zweck gerecht zu werden, . • . (werden) auch einfache mathematische Ableitungen aus­ führlich gebracht, •. • (sowie) die wichtigsten ökonomischen Interpre­ tationen und Erläuterungen hinzugefügt, um dem Leser die Bedeutung der Ergebnisse vor Augen zu führen. Hier kann man natürlich noch sehr viel weiter gehen, aber dann wäre das Buch zu dick geworden.

The International Conference on Production Research has a good tradition: The fIrst Conference was held in Birmingham 1971 with 61 participants. With respect to the decision that the Conference should be held every second year, by this time the Conference has been held in the following countries: Birmingham (1971, UK), Copenhagen (1973, Denmark), Amhurst (1975, USA), Tokyo (1977, Japan), Amsterdam (1979, The Netherlands), Novi Sad (1981, Yugoslavia), Windsor (1983, Canada), Stuttgart (1985, Germany), and the next Conference will take place in Cincinnatti (1987, USA). The number of submitted abstracts and papers was continuously increas­ ing such that the Programme Committee of this actual 8th Conference on Production Research has been forced to introduce a further refereeing procedure. Each submitted abstract was presented to at least two referees. This resulted not only in a reduction of the number of presented full papers and poster contributions but, as the Programme Committee and the Editiors hope, it led also to a considerable increase in the scientifIc quality of this 8th International Conference on Production Research. The preceeding conference in Windsor, Canada, was dedicated to the topic: Production Research as a Means of Productivity Improvement. We don't believe that this statement has become untrue in the meanwhile.

U.S. and West German Housing Markets: Comparative Economic Analyses

For many years countries have taken advantage of one another's experiences in formulating social policies and even in designing specific interventions. Often such transfers have occurred on a fairly casual level; sometimes greater rigor has been present. In either case, the goal has been to learn from previous experience-at least to avoid repeating the mistakes of the past. In light of the promise that such intercountry transfers hold, it is somewhat surprising that so little energy has gone into careful analytic work on the behavior of households in differing countries and how they respond to various changes, especially those resulting from shifts in public policy. This lack of careful analysis was a major force that motivated The Urban Institute to establish an international studies program in 1982. This volume represents one of the early products of the collaborative efforts that this initiative has spawned. The results of the comparison of the housing markets in West Germany and the United States presented here offer examples of the type of unexpected conclusions that may emerge from careful analyses as well as more anticipated outcomes. Despite the many similarities in the economies of the United States and West Germany and the general free-market orientation of their housing sectors, the papers in this volume document important differences in the way households make decisions about their housing and the consequences of these decisions.
