The Dilemma of Development in the Arabian Peninsula

This book, first published in 1987 and by one of Saudi Arabia’s most distinguished academics, reviews the experience of the Arab oil producers in social, economic and political development in the key period of the Seventies and Eighties. It is broadly pessimistic about the prospects for future development and sceptical about past achievements. It argues that the ‘petro-bureaucracy’ in the Arabian Peninsula has failed to establish the basic principles of effective development because it has been mesmerised by the vast oil revenues it has attempted to administer. The book suggests that in many respects the oil revenues have obstructed serious development because they have made the Arabian economies totally dependent on one expendable resource and this has made them too vulnerable to external pressures and interests. Furthermore, the oil revenues have encouraged fantasy and wishful thinking which have skewed the development process and stimulated pseudo-development. The book makes clear that until the petro-bureaucracy adopts a realistic approach to development there can be no prospect of real development in the Arabian Peninsula.

The massive U.S. economic aid program for Egypt initiated in 1975 resulted in a bilateral aid relationship shaped by the interaction of political and development goals. In this study of the program's origins and consequences, Professor Weinbaum describes its scope and identifies the constraints that delayed and limited program implementation. The author discusses the modest U.S. leverage designed to encourage economic reforms and argues that far-reaching reforms could only be attained through a major change in Egypt's political structure. He finds that, despite its failure to make Egypt more economically self-reliant, U.S. assistance has enabled the country to attain a level of consumption and development planning possible with no other alternative. The profit to the United States results from the regime's moderate foreign policies and compatible views on strategic threats to the region. Despite the mutual benefits of this aid program, Professor Weinbaum concludes that the United States must display greater sensitivity to Egypt's political and economic problems if the "special relationship" is to survive through the 1980s.

Die Diskussionen über Wech­ sei wirkungen menschlichen Handeins - hier in der Regel verstanden als gesell­ schaftliches Handeln - und sich vollziehender Umweltveränderungen, werden überwiegend von Politikern und/oder Naturwissenschaftlern geführt. In dieser Einführung sollen solche Theorien und Konzepte vorgestellt werden, die den Menschen in seiner Bestimmung durch die Umwelt und seine Wirkung auf die Umwelt gleichermaßen berücksichtigen. Wir gehen davon aus, daß der Mensch Bestandteil seiner Umwelt ist. Die Dis­ kussion wissenschaftstheoretischer Positionen und methodischer Probleme bei der Erfassung und Beschreibung von Umwelt führt in vielen Fällen sehr schnell zu einer Auflösung dieser Einheit von Mensch und Umwelt. Es kann nicht das Ziel sein, in einem unreflektierten, ,Zurück-zur-Natur" die Lösung aller Probleme zu suchen. Die sachlich-kritische Darstellung solcher psychologischen Ansätze, die die Mensch-Umwelt-Interaktion stärker akzentui­ eren, kann vielmehr dazu beitragen, neben dem Erkennen allgemeiner Gesetz­ mäßigkeiten menschlichen Handeins, unsere Selbst-und Umweltwahrnehmung zu verbessern und unser eigenes Handeln in unserer sozialen und geographisch­ physikalischen Umwelt bewußter zu gestalten. Diese Einführung richtet sich an Studierende und Berufstätige, die daran inter­ essiert sind, sich intensiver mit den ökologisch-psychologischen Bedingungen und Konsequenzen ihres Handeins auseinanderzusetzen. An Institute like ours cannot help but lend credence to the notion of the late Derek J. de Solla Price of Yale University that "the scientific revolution was largely the improvement, invention and use of a series of instruments . . . . that expanded the reach of science in innumerable directions". Most of science today and in years gone by depends on the experimental observation of struc­ ture on the small scale with microscopes, and on the large scale with telescopes. The first instruments to expand the observational range of the human eye were simple optical systems, designed in the case of microscopes and telescopes to magnify the image. The big breakthrough in the 17th century was not when Galileo first turned his telescope to the heavens, but when improvements in lens-grinding techniques allowed eyeglass makers to make the first telescope. Early microscopy revealed new and previously unsuspected microstruc­ tures in biological and non-biological materials and thus helped to enlarge on the understanding of the relationship between structure and properties. The natural inclination of all microscopists, the desire to observe ever smaller structures, was satisfied by the construction of higher quality optical systems which reduced the aberrations limiting the usable magnification. The modem optical microscope is the result of this evolution in design and construction, and it can be operated easily to achieve close to the theoretical resolution.
