This national mythology has penetrated into comparative genocide studies, where Canadian case studies are rarely discussed in edited volumes, genocide journals, or multi-national studies. Indeed, much of the extant literature on genocide in Canada rests at the level of self-justification, whereby authors draw on the U.N Genocide Convention or some other rubric to demonstrate that Canadian genocides are a legitimate topic of scholarly concern.In recent years, however, discussion of genocide in Canada has become more pronounced, particularly in the wake of the findings of the Truth and Reconciliation Commission of Canada. This volume contributes to this ongoing discourse, providing scholarly analyses of the multiple dimensions or processes of colonial destruction and their aftermaths in Canada. Various acts of genocidal violence are covered, including residential schools, repressive legal or governmental controls, ecological destruction, and disease spread. According to a view assumed by many scientists and philosophers of science and standardly found in science textbooks, it is controlled ex­ perience which provides the basis for distinguishing between acceptable and unacceptable theories in science: acceptable theories are those which can pass empirical tests. It has often been thought that a certain sort of test is particularly significant: 'crucial experiments' provide supporting empiri­ cal evidence for one theory while providing conclusive evidence against another. However, in 1906 Pierre Duhem argued that the falsification of a theory is necessarily ambiguous and therefore that there are no crucial experiments; one can never be sure that it is a given theory rather than auxiliary or background hypotheses which experiment has falsified. w. V. Quine has concurred in this judgment, arguing that "our statements about the external world face the tribunal of sense experience not indi­ vidually but only as a corporate body". Some philosophers have thought that the Duhem-Quine thesis gra­ tuitously raises perplexities. Others see it as doubly significant; these philosophers think that it provides a base for criticism of the foundational view of knowledge which has dominated much of western thought since Descartes, and they think that it opens the door to a new and fruitful way to conceive of scientific progress in particular and of the nature and growth of knowledge in general.

Historically, science has played an important role in ending wars – think of the part played by tanks in breaching trench warfare in the First World War, or atom bombs in hastening the Japanese surrender in the Second World War – but to date this has only increased the danger and destructiveness of future conflicts. Could science ever create the con-ditions of a permanent peace, either by making wars impossible to win, or so horrific that no one would ever fight? Ultimately, Dolman argues that science cannot, on its own, end war without also ending what it means to be human.

Much hope has been placed in the potential of planning to solve social and economic problems. In the East ~nd the West, in devel­ oped and less-developed countries, planning has become widespread. It has been praised and ridiculed, used and misused, both as a catch­ word for a better future and as a scapegoat for bitter failure. Plan­ ning has been interpreted differently by every society, giving rise to a wide range of styles and approaches. Fascination with the phenom­ enon has yielded a variety of definitions of planning, each of them influenced by the actual problems facing the planners on the one hand, and by the imagination, ideology and aspirations of the theo­ rists on the other. However, the variety of approaches and definitions has almost obscured the phenomenon itself and blurred its specific meaning. This fact, coupled with disappointment with the practical achievements of plannings, has created much criticism of the social and political value of planning in the West. In this volume we do not intend to answer the question whether planning in Western countries has been successful, nor to suggest specific ways of improving it. We shall limit ourselves to presenting a case study of national planning in one country. The title of this book suggests that the crucial question regarding planning efforts in Israel and perhaps in other countries is the tension between images of planning processes (systematic, comprehensive, structured, etc. ) and political processes (improvised, fragmented, diffused, etc. ).
