by Dieter DahlDas vorliegende Lehrbuch ist vor allem für Studenten der Wirtschaftsakademien und Fachhochschulen gedacht; aber auch dem Universitätsstudenten, der eine praxisnahe Einführung sucht, mag es nützlich sein. Das auf Wirklichkeitsnähe ausgerichtete Studium verlangt nach einer besonderen Darstellung: Einerseits sollen moderne Problemstellungen der Theorie, wie volkswirtschaftliche Gesamt rechnung, einschließlich der Input-Output-Analyse, oder die Verteilungstheorie, angesprochen sein, andererseits wird besonderer Wert gelegt auf die Verbindung von Volkswirtschaftstheorie und Volkswirtschaftspolitik. Damit sich der Leser an gesamtökonomische Größenordnungen gewöhnt, spre chen wir beispielsweise nicht nur von Vollbeschäftigung, sondern nennen die Zahlen der Erwerbstätigen und Arbeitslosen in der Bundesrepublik oder stellen neben die verschiedenen Sozialproduktsbegriffe die gegenwärtigen Zahlen. Wir diskutieren nicht nur den Geldmengenbegriff und die Umlaufgeschwindigkeit des Geldes, wir weisen auf die Zahlen und auf die Quellen hin, so daß der Leser z. B. aus den Monatsberichten der Bundesbank spätere Veränderungen feststellen kann. Auch die jüngsten Jahresgutachten mit ihren Empfehlungen für die Wirt schaftspolitik, ihre Hinweise auf das zweckmäßige Verhalten der Träger der Wirtschaftspolitik, seien es Staat, Gewerkschaften oder Unternehmerverbände, werden in die systematische Darstellung einbezogen. Des Denkimpulses wegen bringen wir manches Problem in Frageform, so daß der Leser sich selbst Gedanken machen kann, bevor er die Lösung liest. Zur Repeti tion ist außerdem jeweils am Ende der acht Buchteile eine Reihe von Fragen angeschlossen, die aus der vorangegangenen Darbietung heraus ohne weiteres gelöst werden können. In einprägsamer Kurzform sind jedem Buchteil die darin neu verwendeten Begriffe in alphabetischer Ordnung vorangestellt, sie sind außerdem über das Register am Schluß des Buches auffindbar.

Welfare aspects of industrial markets (Nijenrode Studies in Econometrics #2)

Even more than in the first volume the essays demonstrate the broad scope of industrial organization analysis. Besides the traditional topics such as economies of scale, monopoly and competition policy, there are essays on methodology, on stagflation, and on the relationship between industrial struc ture and international trade and trade policies. The latter topics are of growing importance. The issue of restructuring industries and the question of whether free trade or some measure of protection is more appropriate are topics of increasing relevance today (and will no doubt continue to be in future years as well). The problem of persistent inflation which other essays address is also of major concern. Apart from being broad in scope and venturing into new fields, this volume is also controversial. Its central feature is a debate about welfare aspects. Here, more than in pure analysis, economists tend to entertain different points of view. One of the participants in the Nijenrode conference, Professor John Blair, who died in December 1976 and whom we honour as having been an active promoter of this kind of meeting, wrote to the editors shortly before his death to say that the first volume had succeeded very well in acquainting the reader with the results of empirical investigations, notably on trends and levels of concentration.

Warren1 Die Konferenzreihe des Europarats über Fragen des Parlamentarismus und der Wissen schaften verfolgt den Zweck, Parlamentarier, Wissenschaftler, Vertreter der Industrie, Ge werkschaftler und wissenschaftliche Führungskräfte aus ganz Europa, den wichtigsten in ternationalen Organisationen und, soweit irgend möglich, aus anderen Ländern, die vor den gleichen Problemen stehen, im Hinblick auf periodische Diskussionen bestimmter Themen zusammenzuführen. Vor der Abhaltung der ersten Konferenz im Jahr 1961 gab es kein eingesessenes internationales Forum, wo Vertreter dieser verschiedenen Diszipli nen zusammenkommen und ihre Ansichten und Anliegen in bezug auf Fragen auf dem Gebiet von Wissenschaft und Politik zur Sprache bringen konnten. Die Konferenzreihe wurde ins Leben gerufen, weil man der Ansicht war, daß Wissenschaftler und Parlamenta rier im besonderen und darüber hinaus alle Sozialpartner im allgemeinen dringend der Verbesserung der Verständigung über die Art und Weise der Lösung wissenschaftlicher und technologischer Fragen bedurften, zu denen sie in verschiedenen Stadien des Ent scheidungsprozesses Stellung zu beziehen gezwungen sein würden. Insbesondere war man der Meinung, daß die Vertrautheit der Politiker mit der Bedeutung und den Bedingungen wissenschaftlicher Untersuchung erhöht und das Bewußtsein der Wissenschaftler von den Bedürfnissen der Gesellschaft, wie sie durch die Beweggründe und Zwänge demokrati scher Politik vorgegeben sind, geschärft werden müßten. Die Konferenzen waren stets für Anregungen von außen empfänglich und standen Be suchern von jenseits der Grenzen Europas offen.
