This book examines that sometimes awkward balance. Its analytical starting point is the characterisation of much of Europe as a security community overlain by a system of security governance. The boundary of this system is neither clear nor fixed but a dynamic of inclusion and exclusion can be said to exist by reference to its most concrete expression - that of institutional enlargement. On this basis, the book offers an elaboration of the concept of security governance itself, complemented by a historical survey of the Cold War and its end, the post-Cold War development of NATO and the EU, and case studies of two important ‘excluded’ states - Russia and Turkey.
The international dimension of the failed Algerian transition: Democracy betrayed? (Perspectives on Democratic Practice)

The case of Algeria is then explored in great detail. This volume is an important contribution to the literature on democratization and provides an interesting analysis of Algerian politics during the last two decades. More specifically, the book examines how international variables influence the behaviour and activities of Algerian political actors. By bridging the comparative politics and international relations literatures, the book offers a new understanding of the initiation, development and outcome of transitions to democracy. International factors, far from being marginal and secondary, are treated as central explanatory variables. Such external factors were crucial in the Algerian failed transition to democracy, when the attitudes and actions of key international actors shaped the domestic game and its final outcome. In particular, the book explores the controversial role of the Islamic Salvation Front and how its part was perceived abroad. In addition the book argues that international factors significantly contribute to explaining the persistence of authoritarian rule in Algeria, to its integration into the global economy and its co-optation into the war on terror. This book will be useful for scholars and students of processes of democratisation, for Middle East and North Africa specialists and for general readers interested in the role of international actors across the Arab world.
Irish nationalism and European integration: The official redefinition of the island of Ireland
by Katy HaywardHow has it been possible for Irish political leaders to actively promote two of the largest challenges to Irish nation-statehood: the concession of sovereignty to the European Union and the retraction of the constitutional claim over Northern Ireland? The author of this book argues that such discourses are integrally connected and, what is more, embody the enduring relevance of nationalism in modern Ireland. As the most comprehensive study to date of official discourse in twentieth-century Ireland, this book traces the ways in which nationalism can be simultaneously redefined and revitalised through European integration. The text begins with an overview of the origins and development of Irish official nationalism. It then analyses the redefinition of this nationalism in meeting the challenges to Irish nation-statehood posed by the conflict in Northern Ireland and membership of the EU. New interpretations of the symbolic and practical importance of the island of Ireland have been central to this process. Indeed, the genius of the Irish was to employ innovative EU-inspired concepts in finding agreement with and within Northern Ireland on the one hand whilst, on the other, legitimising further European integration through the notion that it furthers traditional nationalist ideals such as Irish unity. Thus, Irish political leaders were remarkably successful in not only accommodating potent nationalist and pro-European discourses but in making them appear complementary. An over-reliance on this discourse, however, plus a critical failure to adjust it to the conditions it helped to fashion, contributed to the failure of the ‘Yes’ campaigns in the Irish referendums on the EU Treaties of Nice and Lisbon. The book concludes with an assessment of the reasons for these results and argues that the symbiotic relationship between Irish nationalism and European integration can be redeemed for a new era in EU–member-state relations. This book will appeal to any reader with an interest in the changing dynamics of Ireland’s relationship with the European Union and with Northern Ireland, as well as scholars of discourses on identity, territory and governance in Europe.
