Classical liberalism has wrongly been regarded as an ideology that rejects the welfare state. In this book, Åsbjørn Melkevik corrects this common reading of the classical liberal tradition by introducing a theory of “rule egalitarianism”. Not only is classical liberalism compatible with social justice, but it can also help us understand why some egalitarian endeavours are an essential feature of a market society. If a necessary link exists between the classical liberal tradition and the moral and institutional dimensions of the rule of law, then this tradition is bound to uphold a substantial form of social justice. Coherence requires that classical liberals like Friedrich Hayek and Milton Friedman adopt an authentic egalitarian program. They should ameliorate poverty and limit inequality not merely out of prudence or collective self-interest, but for the natural justice of ongoing social cooperation as well as for the impartiality of market institutions.

The authors show that levels of social equality in particular, as well as the strength of local and regional democracy, contribute significantly to explaining cross-national variation in environmental performance. The United States, Russia and Nuclear Peace

This book analyzes the United States and Russia’s nuclear arms control and deterrence relationships and how these countries must lead current and prospective efforts to support future nuclear arms control and nonproliferation. The second nuclear age, following the end of the Cold War and the demise of the Soviet Union, poses new challenges with respect to nuclear-strategic stability, deterrence and nonproliferation. The spread of nuclear weapons in Asia, and the potential for new nuclear weapons states in the Middle East, create new possible axes of conflict potentially stressful to the existing world order. Other uncertainties include the interest of major powers in developing a wider spectrum of nuclear weapons and delivery systems, possibly for use in limited nuclear wars, and the competitive technologies for antimissile defenses being developed and deployed by the United States and Russia. Other technology challenges, including the implications of cyberwar for nuclear deterrence and crisis management, are also considered. Political changes also matter. The early post-Cold War hopes for the emergence of a global pacific security community, excluding the possibility of major war, have been dashed by political conflict between Russia and NATO, by the roiled nature of American domestic politics with respect to international security, and by a more assertive and militarily competent China. Additionally, the study includes suggestions for both analysis and policy in order to prevent the renewed U.S.-Russian nuclear arms race and competition in new technologies. This volume would be ideal for graduate students, researchers, scholars and anyone who is interested in nuclear policy, international studies, and Russian politics.

Insurgency Prewar Preparation and Intrastate Conflict: Latin America and Beyond

Since 1945, rebel and insurgent groups have increasingly dragged larger, better funded, and ostensibly militarily superior regimes into protracted intrastate conflicts. This book demonstrates how they were able to endure the hardships of warfare thanks to decisions made before the conflict erupted––a period of time the author refers to as “incubation.” Using case studies on Latin American insurgencies, the author demonstrates that their capacity to endure was directly associated with both the length and quality of each group’s prewar preparations.

This book studies the relationship between British government and faith groups in its international development agenda within and beyond the context of Brexit. Italy is well known for its prominent economists, as well as for the typical public profile they have constantly revealed. But, when facing an illiberal and totalitarian regime, how closely did Italian economists collaborate with government in shaping its economic and political institutions, or work independently? This edited book completes a gap in the history of Italian economic thought by addressing in a comprehensive way the crucial link between economics and the fascist regime, covering the history of political economy in Italy during the so-called “Ventennio” (1922-1943) with an institutional perspective. The approach is threefold: analysis of the academic and extra-academic scene, where economic science was elaborated and taught, the connection between economics, society and politics, and the dissemination of scientific debate. Special attention is given to the bias caused by the Fascist regime to economic debate and careers. This Volume II looks at the role that economists played in society and in politics, and how this was played. In exploring the public side of the profession and the “fascistisation” of institutions, this book also examines academic epuration and emigration, and the post-WW2 purge of fascist economists. Volume I (available separately) explores how the economics profession was managed under fascism, the restructuring of higher education, the restriction of freedom in teaching and of the press, and various fascist cultural and propaganda initiatives.

Policy knowledge derived from data, information, and evidence is a powerful tool for contributing to policy discussions and debates, and for understanding and improving the effectiveness, efficiency, and equity of government action. For decades, politicians, advocates, reformers, and researchers have simultaneously espoused this value, while also paradoxically lamenting the lack of impact of policy knowledge on decision making, and the failure of related reforms. This text explores this paradox, identifying the reliance on a proverb of using policy knowledge to supplant politics as a primary culprit for these perceived failures. The evidence in this book suggests that any consideration of the role of policy knowledge in decision making must be considered alongside, rather than in place of, considerations of the ideologies, interests, and institutional factors that shape political decisions. This contextually rich approach offers practical insights to understand the role of policy knowledge, and to better leverage it to support good governance decisions.

On the other hand, there are very few, if any, real examples of enshrined and fully operative substantive multinational federalism. What are the main roadblocks to the adoption of multinational federalism? Can they be overcome? Is there a roadmap to realizing multinational federalism in the twenty-first century? In addressing these questions, this book brings together scholars from across the globe who explore a diverse range of cases from different and innovative analytical approaches.
