Post-War Homelessness Policy in the UK: Making and Implementation

This book discusses homelessness policy in the UK from 1945 to 2019. It identifies five key factors that have driven policy: the favoured explanations for homelessness, distinctions between different groups of homeless people, demand for social rented housing, geographical differences and the forms of prevention preferred by policy makers. The account analyses how these factors have influenced key pieces of legislation such as the 1948 National Assistance Act, the 1977 Housing (Homeless Persons) Act and the 2002 Homelessness Act. It also identifies the key issues that policy has sought to address at different times, including children being taken into care because of their parents’ homelessness, rough sleeping, the use of bed and breakfast hotels as temporary accommodation, social exclusion and welfare reform. In addition to published sources and archival material, the book draws on the experiences of two former Ministers and other key figures in the development of homelessness policy.

Death and Burial in Iron Age Britain

Archaeologists have long acknowledged the absence of a regular and recurrent burial rite in the British Iron Age, and have looked to rites such as cremation and scattering of remains to explain the minimal impact of funerary practices on the archaeological record. Pit-burials or the deposit of disarticulated bones in settlements have been dismissed as casual disposal or the remains of social outcasts. In Death and Burial in Iron Age Britain, Harding examines the deposition of human and animal remains from the period - from whole skeletons to disarticulated fragments - and challenges the assumption that there should have been any regular form of cemetery in prehistory, arguing that the dead were more commonly integrated into settlements of the living than segregated into dedicated cemeteries. Even where cemeteries are known, they may yet represent no more than a minority of the total population, so that other forms of disposal must still have been practised. A further example of this can be found in hillforts which, in addition to domestic and agricultural settlements, evidently played an important role in funerary ritual, as secure community centres where excarnation and display of the dead may have made them a potent symbol of identity. The volume evaluates the evidence for violent death, sacrifice, and cannibalism, as well as age and gender distinctions, and associations with animal burials, and reveals that 'formal' cemetery burial or cremation was for most regions a minority practice in Britain until the eve of the Roman conquest.

Originally published in 1985, Imprisonment in England and Wales is an account of the changing functions and conditions of imprisonment in England and Wales from the Medieval period to the present day. It is designed both as a text for students and teachers of history, law and social science and as an introduction to the subject for more general readers and is one of the few attempts to provide an overall view of the institution of imprisonment in this country over a period of several centuries. The authors have made use of original sources and other research to provide an accessible account of the subject, combining essential factual detail with an analysis of the use of imprisonment. It is therefore particularly of interest to those approaching the subject for the first time and is also intended to provide guidance for further research into particular areas of the subject. The authors draw upon their respective knowledge of four main periods to show how imprisonment has performed a number of different functions: the punishment and reform of convicted offenders, the coercion of debtors, the custody of persons awaiting trial and more generally the containment of society’s undesirables. At the same time, the institution of imprisonment is put into the context of wider social, political and economic forces, and related to the development of an increasingly centralised and incursive system of criminal law, as well as to the use and disuse of other forms of punishment and legal control.
