Energy Security: Policy Challenges and Solutions for Resource Efficiency

This book discusses energy policy within the framework of the expansion of renewable energy sources (RES) and increasing resource use efficiency. In this book, the term ‘resource efficiency’ is defined as deriving the most value from resource inputs related to energy production, while incorporating energy efficiency. The authors highlight the drivers, policy approaches, governance issues and management problems related to the reduction of dependency on fossil fuels by focusing on RES and resource efficiency. Mouraviev and Koulori argue that enhancing energy security requires a new approach, integrating two core components: the emphasis on increasing energy production from renewable sources and resource use efficiency, which forms a contrast to the traditional understanding of energy security as security of supply. This book explores the politics behind “de-liberalization”, defined as policy reforms that constrain markets and their underlying mechanisms. By offering a comparative study on the governmental reform strategies and policy choices of Austria, Germany and Switzerland, it demonstrates that de-liberalization processes are a common reform option for governments. Utilizing a novel dataset on liberalization covering policy reform trajectories in 38 industrialized countries between 1973 and 2013, it shows that governments often draw on strategies of de-liberalization in the fields of social, welfare and labor market policy, where they can be used as compensation for the electorate in the context of liberalizing reforms. As such, the book makes an important contribution to the field of political economy by capturing the turning of the tide in scholarly and policy attention, away from liberalization and towards a re-embedding and re-regulation of economic activity.

The Challenge of Migration in a Janus-Faced Europe

This book critically investigates the origins and consequences of the Janus-faced character of attitudes and policies towards migrants that seek to penetrate “Fortress Europe”. Beginning with an examination of its founding ambitions, it locates the roots of an ingrained ambivalence in the legacies of the post-war period and the unresolved tension between the economicism of the European approach to labour migration and the philosophy of rights and solidarity embedded in the EU project. Largely a result of policies such as the war on drugs, war on terror, and the 1033 program, there has been a gradual but dramatic rise in the use of military-grade weapons, equipment, and tactics used by police agencies across the United States. This Brief examines the level of support for various aspects of police militarization by lawmakers, police executives, and local police officers, and how their opinions may differ based upon their current position or demographic features using a series of analyses and propensity score matching techniques.This Brief also provides an overview of some of the key policy changes responsible for police militarization, and provides insights into the views held by policymakers and law enforcement on various aspects of the practice. The results indicate that while many responsible for this shift are in favor of paramilitary procurement programs, there are differing opinions on key issues such as oversight and use of military-grade weapons, equipment and paramilitary tactics.This work will be of interest to researchers in criminology and criminal justice, particularly those with an interest in policing studies, as well as related fields such as public policy, public administration, emergency management, and sociology.

This book addresses current changes of education policies in a context of globalisation. It does so by focusing on the implementation of performance-based accountability policies in France and in Quebec (Canada). It questions the trajectory of these policies, their mediations and their instrumentation in various territories and schools through a theoretical framework which combines a North American neo-institutionalist approach with the perspective of the French sociologie de l’action publique. The book extends the current international literature on English-speaking experiences of hard accountability to research on “soft” accountability policies and proposes a deep investigation in two highly contrasted education systems. This investigation is multilevel and has led to field research both in schools, in intermediate authorities, and in central administrations for three years. The research presented in the book addresses the international literature on accountability in public administration and in education, the current transformations of governance in education, as well as the forms taken by the globalisation of education policies in countries differently exposed to international influences. The comparison highlights a convergent neo-statist trajectory of the performance-based accountability policy in the two countries, various forms of governance by results enacted at the local and meso level, and more intense impacts of these policies on schools and teacher’s practices in Quebec than in France.

Abolitionism and the Persistence of Slavery in Italian States, 1750–1850 (Italian and Italian American Studies)

This volume offers a pioneering study of slavery in the Italian states. Documenting previously unstudied cases of slavery in six Italian cities—Naples, Caserta, Rome, Palermo, Livorno and Genoa—Giulia Bonazza investigates why slavery survived into the middle of the nineteenth century, even as the abolitionist debate raged internationally and most states had abolished it. She contextualizes these cases of residual slavery from 1750–1850, focusing on two juridical and political watersheds: after the Napoleonic period, when the Italian states (with the exception of the Papal States) adopted constitutions outlawing slavery; and after the Congress of Vienna, when diplomatic relations between the Italian states, France and Great Britain intensified and slavery was condemned in terms that covered only the Atlantic slave trade. By excavating the lives of men and women who remained in slavery after abolition, this book sheds new light on the broader Mediterranean and transatlantic dimensions of slavery in the Italian states.

Money, Autonomy and Citizenship: The Experience of the Brazilian Bolsa Família

This book analyzes the impacts on peoples’ lives of the largest antipoverty social program in the world: the Brazilian Bolsa Família Program. Created by the government of former Brazilian president Luiz Inácio Lula da Silva, Bolsa Família has been for a time the largest conditional cash transfer program in the world, serving more than 50 million Brazilians who had a monthly per capita income of less than USD 50. The program is regarded as one of the key factors behind the significant poverty reduction Brazil experienced during the first decade of the 21st century. Bolsa Família is neither a credit scheme nor a loan. It is a program of civic inclusion: it aims to help citizens meet their most basic needs and sometimes just to survive. Its goal is to create citizenship, not to merely train the entrepreneurial spirit. Having this in mind, the authors of this book spent five years (2006-2011) interviewing more than 150 women registered in the program to see how the cash transfers impacted their everyday lives. The authors concluded that the program produces significant social impacts in the beneficiaries’ lives by increasing their levels of moral, economic and political autonomy, promoting citizenship. This book provides a critical analysis of Donald Trump’s mention of General Pershing and his alleged use of bullets dipped in pig’s blood to kill 49 out of 50 captured Muslims during the suppression years in the Philippines. The author argues that most observers who heard this “fable” dismissed it as an inaccurate representation of historical realities that also maligned a great general. Using critiques of both Trump and “post-truths,” the author argues that instead of being summarily dismissive of these comments, academics, investigative journalists and others ought to follow the US president’s admonition that we study “history,” but do so in nuanced ways. The author argues that there are times when false renditions of historical events may in fact provide opportunities to revisit contentious pasts, and this book suggests that in place of sanitized military histories, we take this opportunity to provide detailed analyses of the “Moro” rebellion.

Shōjo Across Media: Exploring "Girl" Practices in Contemporary Japan (East Asian Popular Culture)

Since the 2000s, the Japanese word shōjo has gained global currency, accompanying the transcultural spread of other popular Japanese media such as manga and anime. The term refers to both a character type specifically, as well as commercial genres marketed to female audiences more generally. Through its diverse chapters this edited collection introduces the two main currents of shōjo research: on the one hand, historical investigations of Japan’s modern girl culture and its representations, informed by Japanese-studies and gender-studies concerns; on the other hand, explorations of the transcultural performativity of shōjo as a crafted concept and affect-prone code, shaped by media studies, genre theory, and fan-culture research. While acknowledging that shōjo has mediated multiple discourses throughout the twentieth century—discourses on Japan and its modernity, consumption and consumerism, non-hegemonic gender, and also technology—this volume shifts the focus to shōjo mediations, stretching from media by and for actual girls, to shōjo as media. As a result, the Japan-derived concept, while still situated, begins to offer possibilities for broader conceptualizations of girlness within the contemporary global digital mediascape.
