Foreign Consultants And Counterparts: Problems In Technology Transfer

Even though concern about and interest in technology transfer have existed since the 1950s, it has become of increasing importance to lesser-developed and developing countries since the 1970s. The transfer of technology in general, and in particular the transfer of technical knowledge, lies at the heart of the North-South debate. There is an abundance of literature on technology transfer in almost every field of interest--policy, practice, applied case studies, and general recommendations--but little, if any, of the information is integrated. It remains widely distributed throughout the fields of economics, business, rural sociology, and anthropology. The same may be said for various studies of consultants as change agents. On the other hand, studies of counterparts--host country professionals--have been almost entirely neglected, with the exception of their implied roles as innovators or acceptors. There have been few attempts to tie practice to theory, theory to research, or research to practice. This volume attempts to provide the link between theory, research, and practice. Based upon research conducted at two large-scale water resource development projects in Indonesia, it focuses upon the problems and solutions encountered by two primary sets of people involved in the transfer of technical knowledge--foreign consultants and host country counterparts. Dr. Scott-Stevens presents a unified and applied approach to many of the cross-cultural theories, issues, and problems common to the transfer of technical knowledge across cultures.

It discusses the ways in which Member States may tamper with free market forces without infringing the principle of free competition, and whether state liability can be established for such actions. It also assesses the separate liability of both public and private enterprises which operate under such a heavily state-regulated environment that a certain anti-competitive behaviour is virtually imposed upon them. The book concludes that the system as it operates is not as successful as it might be and that the Council of Ministers and the Commission should set guidelines for co-ordinated action in order to avoid national policies leading to a rejection of the free-market principle.

The Generalized Fechner-Thurstone Direct Utility Function and Some of its Uses (Lecture Notes in Economics and Mathematical Systems #316)

In this book the foundations and applicability of the Generalized Fechner-Thurstone Utility Function are laid out. It is shown how by removing the constraint of fixed preferences in the neoclassical consumer theory, utility theory can be used to develop non-parametric indices along with elasticities of the marginal rates of substitutions. It is also shown that whereas the existence of a fixed preference utility function is not always guaranteed for different demand functions, there will always exist at least one Generalized Fechner-Thurstone Direct Utility Function. Furthermore, analysis using the Fechner-Thurstone Direct Utility Function is clear and simple and does not rely on ad hoc Taylor expansions. The construction of different true-cost-of-living indices, the comparison of North American consumers, and a habit formation model are developed to show the usefulness of the Generalized Fechner-Thurstone Direct Utility Function.

Darauf aufbauend werden Prinzipien und Konzepte entwickelt, die die Meßgeschwindigkeit, den Automatisierungsgrad und die Sicherheit bei der Meßwertgewinnung erhöhen. Hierzu wird ein auf detaillierten Modellvorstellungen basierendes Verfahren zur Extraktion geometrischer Merkmale aus Bildern entwickelt. Das Gerätekonzept beinhaltet eine automatische Elimination von Störungen und eine automatische Beleuchtungsregelung sowie einen Vorschlag zur Parallelisierung einzelner Teilprozesse zur schnellen und sicheren Meßwertgewinnung. Am Beispiel zweier exemplarischer Anwendungen wird seine Wirksamkeit und Leistungsfähigkeit erläutert und dokumentiert.
