Pflege in Europa: Familie und Wohlfahrtsstaat
by Klaus HaberkernPflege ist ein vieldiskutiertes, hochaktuelles Thema in alternden Gesellschaften. Bis heute sind die europäischen Länder jedoch nur unzureichend auf die weitere demographische Alterung und den entsprechend hohen Pflegebedarf vorbereitet. Gleichzeitig wissen wir noch viel zu wenig darüber, wie sich vor allem kulture- kontextuelle Strukturen auf die Situation pflegebedürftiger Menschen und ihrer Angehörigen auswirken. Hierbei spielen Pflegesysteme (ambulante, stationäre Pflege, gesetzliche und normative Verpflichtung zur Pflege von Angehörigen) eine wichtige Rolle. Klaus Haberkern setzt an dieser Stelle an und nimmt in seinem Buch sowohl die familiale als auch die gesellschaftliche Organisation der Pflege in den Blick. In einem Elf-Länder-Vergleich wird gezeigt, dass sich Pflegesysteme in Europa erheblich unterscheiden, wobei die Pflege in den mediterranen Staaten (famili- basierte Pflegesysteme) fast ausschließlich von der Familie geleistet wird, während in den skandinavischen Wohlfahrtsstaaten (servicebasierte Pfle- systeme) die meisten älteren Personen professionell gepflegt werden. Diese Unterschiede lassen sich anhand von Mehrebenenanalysen sowohl auf indi- duelle und familiale Faktoren als auch auf institutionelle Strukturen und kulturelle Normen zurückführen. Die Untersuchung ist dabei in vielerlei Hinsicht innovativ, und zwar aufgrund der Abgrenzung des Themas im Rahmen der „care“-Diskussion, der theoretischen und empirischen Ausrichtung, der methodischen Herangehe- weise und nicht zuletzt aufgrund des internationalen Vergleichs, durch den sowohl Wohlfahrtsstaatsdifferenzen als auch länderspezifische Eigenarten herausgestellt werden. Die Studie ist Teil des vom Schweizerischen Nationalfonds geförderten Forschungsprojektes „Generationen in Europa“ an der Universität Zürich, einer umfassenden Untersuchung intergenerationaler Beziehungen unter Erwachsenen.
Pflegefachpersonen als pflegende Angehörige: Eine qualitative Studie zum Erleben der Doppelrolle

Als professionell Pflegende verfügen sie über Fachwissen, pflegefachliche Kompetenzen und Kenntnisse zum Versorgungssystem. Als pflegende Angehörige sind sie persönlich betroffen. Die qualitative Studie fokussiert auf das Erleben der Doppelrolle als beruflich Pflegende und zugleich pflegende Angehörige. Sind dies ‚zwei Paar Schuhe‘? Ausgehend von einer Literaturrecherche und der Sekundäranalyse von Interviewdaten wurden episodische Interviews mit 15 Interviewpartner*innen geführt. Die Datenanalyse verdeutlicht ihre Aufgaben im Krankheitsverlauf, welche Entwicklungen sie durchlaufen und ihre Erfahrungen in der Doppelrolle. Die Studie zeigt, dass die Befragten über ein Repertoire von Handlungsoptionen verfügen, die sie im Umgang mit Fachpersonen der Gesundheitsversorgung nutzen. Die gewonnenen Erkenntnisse werden in einem Modell gebündelt, das ihre Positionierung als pflegende Angehörige und zugleich Pflegefachperson im Versorgungskontext veranschaulicht.

Indes gibt es in den Sozialwissenschaften noch kaum systematisch vergleichende Literatur zu den unterschiedlichen Ansätzen der institutionellen Pflegesicherung. Diese Lücke will der vorliegende Band schließen. Der Blick geht dabei über die vergleichende Perspektive hinaus und bezieht die Entwicklung der EU-Sozialpolitik mit ein. So wird am konkreten Beispiel der Pflegesicherung nicht nur sichtbar, wie die europäische Integration die Handlungsfähigkeit der EU-Mitgliedstaaten beeinflusst, sondern darüber hinaus auch deutlich, dass eine immer wieder thematisierte "Sozialunion" eine unwahrscheinliche Entwicklungsoption der Europäischen Union bleiben wird. Der komparative Ansatz in Verbindung mit der Betrachtung gesamteuropäischer Entwicklungen kann zudem Handlungsoptionen für die weitere Gestaltung des deutschen Modells der Pflegesicherung aufzeigen.

Auf der Grundlage einer Transformation der Phänomenologie und im Rekurs auf den aktuellen Diskurs der Gewaltforschung entwickelt es einen methodologischen Rahmen für eine nicht-reduktive Analyse von Gewalt, der in angewandten phänomenologischen Fallstudien erprobt wird.Gewalt war bislang vorwiegend in den Human‑ und den Sozialwissenschaften ein zentrales Thema, wurde aber nur allzu selten zum Gegenstand genuin philosophischer Reflexion. Um dieses Desiderat aufzugreifen und die Bedeutung philosophischer Reflexion für den Diskurs über Gewalt zu demonstrieren, entwickelt das vorliegende Buch einen phänomenologischen Ansatz zur Analyse zwischenmenschlicher Gewalt. Seine Intention besteht darin, ein Korrektiv zu den konventionellen, allzu einseitig verfahrenden instrumentalistischen, essentialistischen oder funktionalistischen Erklärungen von Gewalt vorzulegen.Im Anschluss an eine kritische Reflexion auf zentrale Aporien des Gewaltdiskurses, denen es sich zu stellen gilt, integriert der Autor relevante Theoreme klassischer Phänomenologie mit neueren Ansätzen in einen umfassenden Analyserahmen. In drei „Fallstudien“ wird dieser Rahmen in konkreten Phänomenanalysen angewandt und der ihm zugrunde liegende weite Gewaltbegriff auf die Probe gestellt. Das Buch schließt mit einem Entwurf einer „relationalen Phänomenologie“, die es erlaubt, die vielfach unterbelichteten bzw. ausgeblendeten Beziehungen zwischen den verschiedenen Formen von Gewalt ins Auge zu fassen.
