European Language Grid: A Language Technology Platform for Multilingual Europe (Cognitive Technologies)


This open access book provides an in-depth description of the EU project European Language Grid (ELG). Its motivation lies in the fact that Europe is a multilingual society with 24 official European Union Member State languages and dozens of additional languages including regional and minority languages. The only meaningful way to enable multilingualism and to benefit from this rich linguistic heritage is through Language Technologies (LT) including Natural Language Processing (NLP), Natural Language Understanding (NLU), Speech Technologies and language-centric Artificial Intelligence (AI) applications. The European Language Grid provides a single umbrella platform for the European LT community, including research and industry, effectively functioning as a virtual home, marketplace, showroom, and deployment centre for all services, tools, resources, products and organisations active in the field. Today the ELG cloud platform already offers access to more than 13,000 language processing tools and language resources. It enables all stakeholders to deposit, upload and deploy their technologies and datasets. The platform also supports the long-term objective of establishing digital language equality in Europe by 2030 – to create a situation in which all European languages enjoy equal technological support. This is the very first book dedicated to Language Technology and NLP platforms. Cloud technology has only recently matured enough to make the development of a platform like ELG feasible on a larger scale. The book comprehensively describes the results of the ELG project. Following an introduction, the content is divided into four main parts: (I) ELG Cloud Platform; (II) ELG Inventory of Technologies and Resources; (III) ELG Community and Initiative; and (IV) ELG Open Calls and Pilot Projects.

A European Perspective on Crisis Informatics: Citizens’ and Authorities’ Attitudes Towards Social Media for Public Safety and Security

Mobilising helpers in the event of a flood or letting friends know that you are okay in the event of a terrorist attack – more and more people are using social media in emergency, crisis or disaster situations. Storms, floods, attacks or pandemics (esp. COVID-19) show that citizens use social media to inform themselves or to coordinate. This book presents qualitative and quantitative studies on the attitudes of emergency services and citizens in Europe towards social media in emergencies. Across the individual sub-studies, almost 10,000 people are surveyed including representative studies in the Netherlands, Germany, the UK and Italy. The work empirically shows that social media is increasingly important for emergency services, both for prevention and during crises; that private use of social media is a driving force in shaping opinions for organisational use; and that citizens have high expectations towards authorities, especially monitoring social media is expected, and sometimes responses within one hour. Depending on the risk culture, the data show further differences, e.g. whether the state (Germany) or the individual (Netherlands) is seen as primarily responsible for coping with the situation.

EuroWordNet: A multilingual database with lexical semantic networks

This book describes the main objective of EuroWordNet, which is the building of a multilingual database with lexical semantic networks or wordnets for several European languages. Each wordnet in the database represents a language-specific structure due to the unique lexicalization of concepts in languages. The concepts are inter-linked via a separate Inter-Lingual-Index, where equivalent concepts across languages should share the same index item. The flexible multilingual design of the database makes it possible to compare the lexicalizations and semantic structures, revealing answers to fundamental linguistic and philosophical questions which could never be answered before. How consistent are lexical semantic networks across languages, what are the language-specific differences of these networks, is there a language-universal ontology, how much information can be shared across languages? First attempts to answer these questions are given in the form of a set of shared or common Base Concepts that has been derived from the separate wordnets and their classification by a language-neutral top-ontology. These Base Concepts play a fundamental role in several wordnets. Nevertheless, the database may also serve many practical needs with respect to (cross-language) information retrieval, machine translation tools, language generation tools and language learning tools, which are discussed in the final chapter. The book offers an excellent introduction to the EuroWordNet project for scholars in the field and raises many issues that set the directions for further research in semantics and knowledge engineering.

Evaluating Participatory Mapping Software

This volume provides a framework for evaluating geospatial software for participatory mapping. The evaluation is based on ten key indicators: ethics, cost, technical level, inclusiveness, data accuracy, data privacy, analytical capacity, visualization capacity, openness, and accessibility (i.e., mobile friendly or offline capabilities). Each application is evaluated by a user and cross analyzed with specific case studies of the software’s real-world application. This framework does not discriminate against assessing volunteered geographic information (VGI) applications, as a form of participatory mapping, in circumstances that its application is spearheaded by underrepresented groups with the intent to empower and spark political or behavioral change within formal and informal institutions. Each chapter follows a strict template to ensure that the information within the volume can be updated periodically to match the ever-changing technological environment. The ninth campaign of the Cross-Language Evaluation Forum (CLEF) for European languages was held from January to September 2008. There were seven main eval- tion tracks in CLEF 2008 plus two pilot tasks. The aim, as usual, was to test the p- formance of a wide range of multilingual information access (MLIA) systems or s- tem components. This year, 100 groups, mainly but not only from academia, parti- pated in the campaign. Most of the groups were from Europe but there was also a good contingent from North America and Asia plus a few participants from South America and Africa. Full details regarding the design of the tracks, the methodologies used for evaluation, and the results obtained by the participants can be found in the different sections of these proceedings. The results of the CLEF 2008 campaign were presented at a two-and-a-half day workshop held in Aarhus, Denmark, September 17–19, and attended by 150 resear- ers and system developers. The annual workshop, held in conjunction with the European Conference on Digital Libraries, plays an important role by providing the opportunity for all the groups that have participated in the evaluation campaign to get together comparing approaches and exchanging ideas. The schedule of the workshop was divided between plenary track overviews, and parallel, poster and breakout sessions presenting this year’s experiments and discu- ing ideas for the future. There were several invited talks.

Evaluating User Experience in Games: Concepts and Methods (Human–Computer Interaction Series)

It was a pleasure to provide an introduction to a new volume on user experience evaluation in games. The scope, depth, and diversity of the work here is amazing. It attests to the growing popularity of games and the increasing importance developing a range of theories, methods, and scales to evaluate them. This evolution is driven by the cost and complexity of games being developed today. It is also driven by the need to broaden the appeal of games. Many of the approaches described here are enabled by new tools and techniques. This book (along with a few others) represents a watershed in game evaluation and understanding. The eld of game evaluation has truly “come of age”. The broader eld of HCI can begin to look toward game evaluation for fresh, critical, and sophisticated thi- ing about design evaluation and product development. They can also look to games for groundbreaking case studies of evaluation of products. I’ll brie y summarize each chapter below and provide some commentary. In conclusion, I will mention a few common themes and offer some challenges. Discussion In Chapter 1, User Experience Evaluation in Entertainment, Bernhaupt gives an overview and presents a general framework on methods currently used for user experience evaluation. The methods presented in the following chapters are s- marized and thus allow the reader to quickly assess the right set of methods that will help to evaluate the game under development.

Evaluating Voting Systems with Probability Models: Essays by and in Honor of William Gehrlein and Dominique Lepelley (Studies in Choice and Welfare)

This book includes up-to-date contributions in the broadly defined area of probabilistic analysis of voting rules and decision mechanisms. Featuring papers from all fields of social choice and game theory, it presents probability arguments to allow readers to gain a better understanding of the properties of decision rules and of the functioning of modern democracies. In particular, it focuses on the legacy of William Gehrlein and Dominique Lepelley, two prominent scholars who have made important contributions to this field over the last fifty years. It covers a range of topics, including (but not limited to) computational and technical aspects of probability approaches, evaluation of the likelihood of voting paradoxes, power indices, empirical evaluations of voting rules, models of voters’ behavior, and strategic voting. The book gathers articles written in honor of Gehrlein and Lepelley along with original works written by the two scholars themselves.
