Epistemology for the Rest of the World


Since the heyday of ordinary language philosophy, Anglophone epistemologists have devoted a great deal of attention to the English word 'know' and to English sentences used to attribute knowledge. Even today, many epistemologists, including contextualists and subject-sensitive invariantists are concerned with the truth conditions of "S knows that p," or the proposition it expresses. In all of this literature, the method of cases is used, where a situation is described in English, and then philosophers judge whether it is true that S knows that p, or whether saying "S knows that p" is false, deviant, etc. in that situation. However, English is just one of over 6000 languages spoken around the world, and is the native language of less than 6% of the world's population. When Western epistemology first emerged, in ancient Greece, English did not even exist. So why should we think that facts about the English word "know," the concept it expresses, or subtle semantic properties of "S knows that p" have important implications for epistemology? Are the properties of the English word "know" and the English sentence 'S knows that p' shared by their translations in most or all languages? If that turned out to be true, it would be a remarkable fact that cries out for an explanation. But if it turned out to be false, what are the implications for epistemology? Should epistemologists study knowledge attributions in languages other than English with the same diligence they have shown for the study of English knowledge attributions? If not, why not? In what ways do the concepts expressed by 'know' and its counterparts in different languages differ? And what should epistemologists make of all this? The papers collected here discuss these questions and related issues, and aim to contribute to this important topic and epistemology in general.

Due to the unprecedented interest which the announcement of the topic of epistemology evoked from contributors, two annual volumes will be devoted to it. This volume accordingly is entitled Epistemology I, and the next volume will be entitled Epistemology II. The Editor KNOWING IN THE STRONG SENSE PETER M. BURKHOLDER Professor Norman Malcolm has defended what he calls "the strong sense" of "know." 1 It is one of the propositional senses; i.e. what is said to be known, in this sense, is an item of information rather than a person, a poem, a physical object, or a skill. According to· Malcolm, this sense of "know" is important and useful.' Philosophers have had it "in mind when they have spoken of 'perfect,' 'metaphysical,' or 'strict' cer­ tainty" (Ke, 70). Moreover, laymen use it when they profess to know such obvious truths as "2 + 2 = 4" or "This is an ink-bottle" (said while peering at and poking an ink-bottle). Nevertheless, in spite of his opinion that it is important, Malcolm has not given a detailed analysis of the strong sense of "know." Thus we may be justified in studying it, first to determine exactly what it is, and then to evaluate it. I do not, of course, wish to suggest that Malcolm necessarily WQuid accept my account of the strong sense as an accurate expli­ cation of his opinions. However, in its descriptive aspects my analysis seems compatible with his written statements.

The last decades have seen major reformations in the philosophy and history of science. What has been called 'post-positivist' philosophy of science has introduced radically new concerns with historical, social, and valuative components of scientific thought in the natural sciences, and has raised up the demons of relativism, subjectivism and sociologism to haunt the once­ calm precincts of objectivity and realism. Though these disturbances intruded upon what had seemed to be the logically well-ordered domain of the philoso­ phy of the natural sciences, they were no news to the social sciences. There, the messy business of human action, volition, decision, the considerations of practical purposes and social values, the role of ideology and the problem of rationality, had long conspired to defeat logical-reconstructionist programs. The attempt to tarne the social sciences to the harness of a strict hypothetico­ deductive model of explanation failed. Within the social sciences, phenome­ nological, Marxist, hermeneuticist, action-theoretical approaches vied in attempting to capture the distinctiveness of human phenomena. In fact, the philosophy of the natural sciences, even in its 'hard' forms, has itself become infected with the increasing reflection upon the role of such social-scientific categories, in the attempt to understand the nature of the scientific enterprise.

This must be done because epistemology has been pronounced dead, and methodology nonexisting; and because, when acknowledged at all, they are often misplaced. 1. DESCRIPTIVE EPISTEMOLOGY The following problems are typical of classical epistemology: (i) What can we know? (ii) How do we know? (iii) What, if anything, does the subject contribute to his knowledge? (iv) What is truth? (v) How can we recognize truth? (vi) What is probable knowledge as opposed to certain knowledge? (vii) Is there a priori knowledge, and if so of what? (viii) How are knowledge and action related? (ix) How are knowledge and language related? (x) What is the status of concepts and propositions? In some guise or other all of these problems are still with us. To be sure, if construed as a demand for an inventory of knowledge the first problem is not a philosophical one any more than the question 'What is there?'. But it is a genuine philosophical problem if construed thus: 'What kinds of object are knowable-and which ones are not?' However, it is doubtful that philosophy can offer a correct answer to this problem without the help of science and technology. For example, only these disciplines can tell us whether man can know not only phenomena (appearances) but also noumena (things in themselves or self-existing objects).

The Epistemology of Belief

This book offers a challenge to certain epistemic features of belief, resulting in a unified and coherent picture of the epistemology of belief. The author examines current ideas in a number of areas, beginning with the truth-directed nature of belief in the context of the so-called 'Moore's paradoxes'. He then investigates the sensitivity of beliefs to evidence by exploring how sensory experiences can confer justifications on the beliefs they give rise to, and provides an account of the basing relation problem. The consequences of these arguments are carefully considered, particularly the issues involving the problem of easy knowledge and warrant transmission. Finally, he focuses on the purported fallibility of beliefs and our knowledge of their contents, arguing that the fallible/infallible distinction is best understood in terms of externalist/internalist conceptions of knowledge, and that the thesis of content externalism does not threaten the privileged character of self-knowledge.

The Epistemology of Desire and the Problem of Nihilism

Most people have wondered whether anything really matters, some have temporarily thought that nothing really matters, and some philosophers have defended the view that nothing really matters. However, if someone thinks that nothing matters--if they are a "nihilist about value"--then it seems that it is irrational for them to care about anything. It seems that nihilism about value mandates total indifference. This is the "problem of nihilism" Allan Hazlett addresses in The Epistemology of Desire and the Problem of Nihilism. Hazlett argues that the problem of nihilism arises because desire--and thus caring--is a species of evaluation that admits of irrationality. This contradicts the influential Humean view that desire does not admit of irrationality, which has a ready solution to the problem of nihilism: since desire does not admit of irrationality, it cannot be irrational to care about something that you believe does not matter. However, following G.E. Anscombe, Hazlett argues that desire has the same relationship to goodness as belief has to truth: just as truth is the accuracy condition for belief, goodness is the accuracy condition for desire. This reveals desire as an appropriate target of epistemological inquiry, in the same way that belief is an appropriate target of epistemological inquiry. Desires can amount to knowledge (in the same way that beliefs can amount to knowledge) and, crucially for the problem of nihilism, desire admits of irrationality (in the same way that belief admits of irrationality). Nevertheless, although it is obviously irrational to believe something that you believe is not true, Hazlett argues that it is not irrational to desire something you believe is not good, despite the fact that goodness is the accuracy condition for desire. This provides a solution to the problem of nihilism, and shows that nihilism about value can coherently be combined with the anti-Humean view that desire is a species of evaluation.

Groups are often said to bear responsibility for their actions, many of which have enormous moral, legal, and social significance. When children were separated from their parents or guardians at the U.S.-Mexico border as part of America's immigration policy, for example, the Trump Administration was said to be responsible for the harms these families suffered as a result. But are groups subject to normative assessment simply in virtue of their individual members being so, or are they somehow agents in their own right? Answering this question depends on understanding key concepts in the epistemology of groups, as we cannot hold the Trump Administration responsible without first determining what it believed, knew, and said. Deflationary theorists hold that group phenomena can be understood entirely in terms of individual members and their states. Inflationary theorists maintain that group phenomena are importantly over and above, or otherwise distinct from, individual members and their states. In The Epistemology of Groups Jennifer Lackey argues that neither approach is satisfactory. Groups are more than their members, but not because they have 'minds of their own,' as the inflationists hold. Instead, she shows how group phenomena—like belief, justification, and knowledge—depend on what the individual group members do or are capable of doing while being subject to group-level normative requirements. This framework allows for the correct distribution of responsibility across groups and their individual members.

The Semantic Web is a young discipline, even if only in comparison to other areas of computer science. Nonetheless, it already exhibits an interesting history and evolution. This book is a reflection on this evolution, aiming to take a snapshot of where we are at this specific point in time, and also showing what might be the focus of future research. This book provides both a conceptual and practical view of this evolution, especially targeted at readers who are starting research in this area and as support material for their supervisors. From a conceptual point of view, it highlights and discusses key questions that have animated the research community: what does it mean to be a Semantic Web system and how is it different from other types of systems, such as knowledge systems or web-based information systems? From a more practical point of view, the core of the book introduces a simple conceptual framework which characterizes Intelligent Semantic Web Systems. We describe this framework, the components it includes, and give pointers to some of the approaches and technologies that might be used to implement them. We also look in detail at concrete systems falling under the category of Intelligent Semantic Web Systems, according to the proposed framework, allowing us to compare them, analyze their strengths and weaknesses, and identify the key fundamental challenges still open for researchers to tackle.
