Technology and Power

There is a dark side to human nature that is nurtured by the control of power. In an earlier book, The Powerholders, I I described several psychological principles that appear to govern the behavior of people who control and use social power. In particular, I examined how the successful use of power transformed, for the worse, the values and behavior of the influencing agent. My interest in the relation between technology and power grew out of reading David Howarth's Tahiti: A Paradise Lost,2 a description of the almost causal ways in which Western technology was used by early explorers and traders to obliterate the Tahitian civilization. In reflecting on what happened in Tahiti, what struck me was the similarity in the behavior of these explorers and traders to the behavior of the husbands, wives, and businessmen, in positions of power, that I wrote about in my earlier book. Technology and Power is concerned with the issue of how the added power provided by technology changes the behavior of people who control it. I describe these changes among managers at work, psychologists, physicians, and colonists. What unifies these disparate areas is the implacable logic of power. The seeming ease with which power promotes the derogation of those controlled by power provides, I believe, a needed perspective for viewing the many social problems generated by technology.

Technological change is at the core of all major disruptions in human history, and revolutions, wars, and general development are regularly connected to some sort of technological change. However, not all development is beneficial. While technology has fueled great innovations and rapid development, the notion of sustainable development has gained prominence as we now experience serious social, economic, and environmental challenges. This book examines whether technology can be used to fix the very problems caused by technology, as the various chapters examine different aspects related to how technology has brought us where we are today (which some will say is the best place humanity’s been at according to a range of metrics), and whether technology helps or hinders us in our efforts to solve the challenges we currently face. Tools and procedures are needed to cope with this challenging situation. Technology assessment (TA) has been developed more than fifty years ago to enable science, the economy, and society to harvest the potential of new technology to the maximum extent possible and to deal responsibly with possible adverse effects. It was developed more than 50 years ago in the U.S. Congress and has diversified considerably in the meantime. Parliamentary TA in many European states and at the international level, participatory TA at the local and regional levels worldwide, and TA as part of engineering processes are the most relevant fields today. Technology assessment is a growing field of interdisciplinary research and scientific policy advice. This volume (a) gives an overview of motivations of TA, its history and its current practices, (b) develops a fresh theoretical perspective on TA rooted in social theory and philosophy, and (c) draws conclusions from the theoretical perspective for the further development of TA’s practices. It provides the first comprehensive view on the growing field of TA at the international level.
