(Verwalter aller Art, von wissenschaftlichem Personal bis zu Angestellten, von Beamten bis zu politischen Kommissaren), schließlich noch jene, welche das Risiko für die Eröffnung neuer Produktionszweige auf sich nehmen (große und kleine Unternehmer). Ein Zug ist ihnen ebenfalls allen gemeinsam: sie haben alle irgend­ eine Form von Ausbildung genossen, die über die bloße Routineausbildung an der Arbeit selber hinausgeht. Dementsprechend zählen hierher selbstverständlich auch alle Handwerker und Gewerbetreibende. Mit ihrer Zunahme wächst sofort die Produktivkraft einer gegebenen Gesellschaft, wächst auch unmittelbar die Diffe­ renzierung des Arbeits-und Produktions systems, damit auch die der politischen Struktur, der Kultur, was wiederum Rückwirkungen auf die Produktionsmög­ lichkeiten hat. Wir betonen aber nochmals, daß für uns im Moment nicht der wirtschaftliche Faktor im Mittelpunkt steht, sondern insbesondere der soziale. Die wirtschaft­ liche Produktion wird als Folge einer höheren sozialen Differenzierung angesehen, darum kann sie auch nicht wachsen, bevor nicht eine oder sogar meist mehrere Mittelschichten entstanden sind. Die Folge ist zunächst und vor allem ein struk­ tureller Wandel im Sinne einer intensiveren sozialen Verflechtung, der gleichzeitig Zusammenballungen größerer Bevölkerungsmengen in Städten folgen.
