Islamism and Democracy in India: The Transformation of Jamaat-e-Islami

Jamaat-e-Islami Hind is the most influential Islamist organization in India today. Founded in 1941 by Syed Abul Ala Maududi with the aim of spreading Islamic values in the subcontinent, Jamaat and its young offshoot, the Student Islamic Movement of India or SIMI, have been watched closely by Indian security services since September 11. In particular, SIMI has been accused of being behind terrorist bombings. This book is the first in-depth examination of India's Jamaat-e-Islami and SIMI, exploring political Islam's complex relationship with democracy and providing a rare window into the Islamist trajectory in a Muslim-minority context. Irfan Ahmad conducted extensive ethnographic fieldwork at a school in the town of Aligarh, among student activists at Aligarh Muslim University, at a madrasa in Azamgarh, and during Jamaat's participation in elections in 2002. He deftly traces Jamaat's changing position in relation to India's secular democracy and the group's gradual ideological shift toward religious pluralism and tolerance. Ahmad demonstrates how the rise of militant Hindu nationalism since the 1980s--evident in the destruction of the Babri mosque and widespread violence against Muslims--led to SIMI's radicalization, its rejection of pluralism, and its call for jihad. Islamism and Democracy in India argues that when secular democracy is responsive to the traditions and aspirations of its Muslim citizens, Muslims in turn embrace pluralism and democracy. But when democracy becomes majoritarian and exclusionary, Muslims turn radical.

State sponsorship of terrorism is a complex and important topic in today's international affairs - and especially pertinent in the regional politics of the Middle East and South Asia, where Pakistan has long been a flashpoint of Islamist politics and terrorism. In Islamism and Intelligence in South Asia, Prem Mahadevan demonstrates how over several decades, radical Islamists, sometimes with the tacit support of parts of the military establishment, have weakened democratic governance in Pakistan and acquired progressively larger influence over policy-making. Mahadevan traces this history back to the anti-colonial Deobandi movement, which was born out of the post-partition political atmosphere and a rediscovery of the thinking of Ibn Taymiyyah, and partially ennobled the idea of `jihad' in South Asia as a righteous war against foreign oppression. Using Pakistani media and academic sources for the bulk of its raw data, and reinforcing this with scholarly analysis from Western commentators, the book tracks Pakistan's trajectory towards a `soft' Islamic revolution. Envisioned by the country's intelligence community as a solution to chronic governance failures, these narratives called for a re-orientation away from South Asia and towards the Middle East. In the process, Pakistan has become a sanctuary for Arab jihadist groups, such as Al-Qaeda, who had no previous ethnic or linguistic connection with South Asia. Most alarmingly, official discourse on terrorism has been partly silenced by the military-intelligence complex. The result is a slow drift towards extremism and possible legitimation of internationally proscribed terrorist organizations in Pakistan's electoral politics.

Islamism and the Quest for Hegemony in Indonesia (Contestations in Contemporary Southeast Asia)

This book examines the failure of Islamic politics in becoming a hegemonic force in Indonesia and the far-reaching consequences for current practices of democracy and of Islam itself. In contrast to the thesis of compatibility between Islam and democracy following the dominant discourse of the Global War on Terror (GWOT) and neoliberal democracy, this study situates Islamic politics in broader social settings by examining its nature and trajectories throughout Indonesia’s modern political history. The book thus investigates how the practices of Islamic politics, or Islamism, have shaped and been transformed through political contestations and the formation of coalitions of multiple forces in constructing Indonesia’s socio-political landscape.Using the concept of hegemony from poststructuralist discourse theory, the analytical framework applied in this book goes beyond liberal epistemologies of Islamism that prescribe the separation of religion from politics and treat Islamism as an object of intervention. Instead, the book is premised on the contention that Indonesia is a political construction, in which Islam has become one of the major discourses that have defined and transformed Indonesia’s nation-state throughout history. In this view, it is argued that the nature and dynamics of Islamism are not driven primarily by different interpretations of religious doctrines, cultural norms or by the imperative of institutions. Rather, the struggles of different Islamist projects in their quest for hegemony are contingent on the outcomes of socio-political changes and contestations that involve multiple political forces, both within and beyond the Islamists, in specific historical conjunctures.

On the basis of data from the World Values Survey, the Arab Barometer Project and the Arab Opinion Index, it compares the dynamics of Muslim opinion structures with global publics and arrives at social scientific predictions of value changes in the region. However, their increased influence has not led to political power. Ibrahim A. However, Islamist movements are divided over key issues of strategy and tactics. Regimes have exploited these divisions to contain their Islamist opponents, and have blended oppression and limited political accommodation to perpetuate their rule. Despite Islamist groups’ transnational language and ideology, national and sub-national issues drive their actions. Region-wide developments – notably the ‘oil revolution’ of the 1970s and Arab military defeats by Israel – are important in understanding the overall political climate, but they will not be crucial in deciding the outcome of the Islamist–regime confrontation. The influence of the West on Arab Islamism is also unlikely to be decisive. Islamist activism is stronger in areas with greater exposure to Western influences. States are therefore keen not to be seen as being too close to Western powers. In addition, there is no one Western stance towards Islamist movements, nor is there a unified assessment of the causes and policy implications of their resurgence. Contentious political issues confront Western powers, such as linking economic aid to human rights. Political and militant movements operating under the banner of Islamism are diverse. Their deep differences over the best means to achieve their objectives fragment their ranks and undermine their effectiveness. Although Arab regimes face many challenges, they have shown greater political resilience than analysts have expected.

Islamist Militancy in Bangladesh: A Pyramid Root Cause Model (Critical Studies of the Asia-Pacific)

This book seeks to investigate not only the causes of radicalization but also how radicalization has unfolded since 2009 based on an exhaustive review of the relevant literature and two stints of fieldwork in Bangladesh involving 71 in depth interviews of highly credentialed individuals. This book looks at both local and global factors that have served to provoke young Bangladeshis, many of whom are from relatively well-educated backgrounds, to become religiously belligerent and eventually to turn into terrorists. Ideology, it is argued, plays a pivotal role in the radicalization process, and justifies violence. Most importantly, ideology proffers solutions to the micro and macrocauses of commonly identifiable youth disaffection. This book mainly focuses on the Islamic State and Al Qaeda’s exploitation of religious beliefs and their construction of a mobilizing, apocalyptic narrative that strikes a chord with the young, middle-class Muslims. Both organizations target them for recruitment. The book ends by proffering what is called a ‘Pyramid Root Cause model,’ which attempts to tie all the causative variables of radicalization into a connected explanation of what has been happening in Bangladesh over the last decade. This book is of interest to scholars of political Islam, international politics, and security studies, including terrorism and the politics of South Asia.

Islamist Party Mobilization: Tunisia’s Ennahda and Algeria’s HMS Compared, 1989–2014

This book aims to explore how Islamist parties mobilize debates, discourses, and environments in electoral authoritarian systems. Interrelating three theoretical schools, Electoral Authoritarianism Theory, Protest Voting Theory, and Political Process Theory, it adopts and expands on a demand-and-supply framework to approach the subject in a novel way, and adapts them to address North Africa, a region in which such theoretical scholarship has until now not been conducted. In-depth case studies focus on two Islamist parties in North Africa, Tunisia’s Ennahda and Algeria’s HMS, both of which adopted the Muslim Brotherhood model, had charismatic leaders, and were active in the political scene from 1989-2014, the period between their first electoral trial and their electoral participation after taking part in governance. The chapters proceed chronologically, providing a historical treatment of the evolution of Ennahda and the HMS since their inception and addressing their development in two and a half decades.
