A Critique of Welfare Economics

It was concerned with the exposition, criticism, and appreciation of the theory of economic welfare as it had been developed to that date. It was an attempt to clarify what was meant by 'welfare'; to distinguish measurable, verifiable elements of the theory from subjective normative judgements about policies for improving economic well-being; and to establish criteria for determining whether one configuration of the economic system is better or worse than another. Little showed that the welfare theory of the time could be based directly on individual market choices, and that resort to traditional utilitarian concepts was not essential. A Critique of Welfare Economics is now reissued at the same time as Ethics, Economics, and Politics — Little's latest book which explores the overlap between the three disciplines, and discusses the need for political decisions in economic matters, and the principles guiding them. He has added a new retrospective preface to Critique in which he assesses the contribution the book made in the light of subsequent literature in the area.

Decentralization and Reform in Africa
by Sylvain H. BokoI woke up at 3:30 on a steamy December morning at my hotel at McCarthy Hill, Accra, to prepare to take the early morning Vanef-STC bus operating on the Accra-Kumasi line. At 4am, the front desk called to inform me that I had requested a 3:45am wake-up time the night before. I figured a IS-minute tardiness is still within acceptable limits in Africa. Surprisingly, my bus left on time. Though it was filled to capacity (I could only find a seat in the middle row), the ride on "state transport" as it is called, was as smooth as it could be, given the dismal conditions of portions of the Accra-Kumasi road and the very loud local music emanating from the bus' speakers. As we drove through the lush forests of the Eastern Region, many thoughts crossed my mind regarding the effects of the current economic and democratic reforms (including decentralization) under way in the country, on the average person in Ghana. The bus company that I was patronizing, Vanef-STC, was itself a product of government divestiture from and privatization - an economic decentralization - of the previous State Transport Cooperation. I was informed that the perception by the users of "state transport" is that ever since the take-over by Vanef-STC, the quality of service has declined. This in tum was due to prolonged litigation by workers who felt that they had been wronged in the process of state divestiture.

Roughly 70% of the population is under 30 years of age and opposes the regime. In the year of 2001 alone, 220,000 people—mostly educated youth—left the country in search of better lives. Ganji stresses that the best defense against terrorism is offense, and that the United States can and must establish a proactive policy of helping Iranians struggling for the freedom of Iran, in and out of the country.Western policies toward the Iranian mullah regime have thus far been reactionary rather than proactive. The regime in Iran has been an incubator of international terrorism, aiding and abetting international terrorist groups in and out of the Middle East. The author argues that now is the time for the United States to substitute rhetoric with action in policies toward the ruling clerics in Iran.
