The Future of Social Care: From Problem to Rights-Based Sustainable Solution

In the face of major global demographic change, social care policy and practice are in urgent need of radical reform and reassessment. Rising poverty, inequality and pressure on local communities internationally, are also increasing the urgent need for reform. Drawing on the crisis-ridden UK experience as a case-study, this highly original book identifies the limits of the traditional welfare state in taking forward policy for the twenty-first century. The proposals amount to a renewed approach to social care, based on the philosophy of independent living as originally developed by the international disabled people’s movement and subsequently embodied in a United Nations treaty applicable to all in need of care and support. Despite wide international sign up since adoption in 2008 there is little evidence of any nation successfully delivering. For the first time, this book offers both a blueprint for an environmentally sustainable, rights-based approach to social care and a practical route to achieving it.

Although this idea is extremely common in modern capitalist societies, here it is turned on its head through a study of the ways in which public funding from the 1870s to the 1990s has enabled and shaped collective action in Swedish popular education. Popular education has generally been seen as independent of government control, with strong connections to popular and labour movements; in this volume, Berg and Edquist narrate a new story of its rise by analysing how a government grant system was constructed to drive its development. A key element in this government policy was to create and protect popular education as an autonomous phenomenon, yet making it perform state functions by regulating its bureaucratic make-up and ideological content. The authors have carried out investigations into eight European cities to increase the insight into the practice of organizing capacity. The analysis of the development and implementation of 15 revitalization projects in these cities shows that organizing capacity calls for a new style of entrepreneurial urban management with public and private networking, leadership, long term strategies and organizing political and public support as key concepts.

1. 2 Culture and Identity in a Postmodern World Michel Foucault’s statement that: “The present epoch will perhaps be above all the epoch of space. We are in the epoch of simultaneity; we are in the epoch of juxtaposition” (M. Foucault 1986: 22) heralded a new approach to identity in the contemporary world by suggesting that one’s identity is formed not as a result of the cultural and national values and history one has inherited, but rather as a result of the different spaces through which one travels. Explaining European Identity Formation: Citizens’ Attachment from Maastricht Treaty to Crisis

What makes people identify with Europe? To answer this question, this book analyzes the development and determinants of a common European identity among EU citizens from the Maastricht Treaty in 1992 to the recent financial and economic crisis. The author examines citizens’ identification with Europe for all EU member states, and systematically explores the theoretical and empirical implications of two turning points in the recent history of EU integration, namely the EU’s enlargement to Central and Eastern Europe in 2004/2007 and the financial and economic crisis that started in 2008. The book integrates theoretical approaches to European identity in sociology, social-psychology and EU public opinion research in a comprehensive model for explaining individual identification with Europe. The empirical analysis employs a multilevel framework to systematically assess the influence of individual characteristics and the political, economic, and social context on citizens’ feelings of identity. The long analysis period spanning from 1992 to the present allows inferences to be drawn about the long-term developments in the sources of European identification as well as the immediate impact of EU enlargement and the crisis on the determinants of European identification.
