Since the late 1990s, city councils have become increasingly aware of the potential for information technologies (ICTs) to improve the management of cities and as an instrument for economic and social policy. This has resulted in a wave of urban ICT strategies and policies, such as the adoption of ICTs within the city administration itself, projects that facilitate access to ICTs by weaker social groups and policies to improve the urban electronic infrastructure. By comparing eight cities - Barcelona, Cape Town, Eindhoven, Johnnesburg, Manchester, Tampere, the Hague and Venice - this book examines a range of innovative urban e-governance strategies and develops a framework of analysis that permits a common approach. Throughout the book, a distinction is made between access policies (aimed at improving access to ICTs for all citizens), content policies (directed to improve the use of ICTs in the city administration and semi-public domains) and infrastructure policies (to improve the provision of broadband infrastructure). For each of the cities, e-strategies and policies are critically reviewed and compared. The book reveals that urban e-strategies have evolved from an internal and technology-centred orientation to a more outward-looking approach.

The TCGOV 2005 international conference on e-government was held at the Free University of Bozen-Bolzano during March 2–4, 2005. The conference was initiated by the working group “Towards Electronic Democracy” (TED) of the European Science Foundation and was jointly organized by the Free University ofBozen-Bolzano,theMunicipalityofBozen-Bolzano,theTEDWorkingGroup, and the IFIP Working Group 8.5. The conference addressed a large spectrum of issues that are relevant and have to be investigated for a successful transition from the traditional form of government to a new form known as e-government. The main focus was on the following topics: – improving citizen participation and policy making (e-democracy) – government application integration – semantic Web technologies for e-government – security aspects for e-government services Two sessions were dedicated to e-democracy, an emerging area within- government that seeks to enhance democratic processes and provide increased opportunities for individuals and communities to be involved in governmental decisions.Thecontributionsofthesetwosessionscovermorefundamentalresults and insights as well as experiences from di?erent countries. Another focus was on government application integration and the use of - mantic Web technologies, which are important technical aspects on the agenda of e-government research. Di?erent architectures for the integration and orch- tration of distributed services and processes were presented along with two case studies. Three papers about Semantic Web technologies discussed the use of ontologies in e-government.

This book explores the factors that affect the efficiency and effectiveness of electronic government (e-Government) by analyzing two employment- service systems in Italy and Catalonia: the Borsa Lavoro Lombardia Portal (Lombardy Employment Services Portal) and the Servei d’Ocupació de Catalunya (Catalan Employment Services Portal). The evaluation methodology used in the case studies and the related set of technical, social, and economic indicators are clearly described. E-Learning im Lehralltag: Analyse der Adoption von E-Learning-Innovationen in der Hochschullehre

​Ausgelöst durch sich wandelnde Anforderungen von Studierenden und Öffentlichkeit sowie veränderte politische und ökonomische Rahmenbedingungen wächst der Reformdruck auf Hochschulen. Die Einführung technologiegestützter Lehr- und Lernmethoden (E-Learning) erlaubt den Hochschulakteuren die Flankierung dieser Neuordnungen und zusätzliche strategische Positionierung. Ausgangspunkt von E-Learning-Einführungs- und Förderstrategien sind die individuellen Anforderungen und Bedarfe des akademischen Lehrpersonals. Die Dissertation liefert die Grundlagen für die zielgruppenspezifische Förderung der E-Learning-Nutzung in der Hochschullehre. Dafür wird einerseits ein Bezugsrahmen hergeleitet, der den Prozess der E-Learning-Adoption strukturiert und Ansatzpunkte für Interventionen deutlich macht. Zudem wurden anhand einer explorativen Studie E-Learning-Übernehmertypen innerhalb des akademischen Lehrpersonals identifiziert und charakterisiert.
