It was an immensely popular and controversial book in its day and made Melville the literary discoverer of Polynesia. It tells the story of Tommo, a sailor, and his adventures on the Marquesas Islands. The book contains much romance and action packed events in a location that is totally exotic and sensuous. There is a serious background to.the work. When Melville was in Polynesia the missionaries had already begun their work and the colonists were hard on their heels. Melville's views on the influence of the two groups and his fair portrayal of the Polynesians were the centre of the controversies which raged over its publication and led to the book's ultimate censorship in America

Undermining Rural Development With Cheap Credit (Springboard Lvls 09-16 A Ser.)

Originally published in 1985, twenty-three chapters are brought together in 4 parts dealing with, respectively, problems in rural finance, interest rate policies, politics and finance, and new directions for rural financial markets. In an introduction it is argued that cheap and abundant credit is often regarded as essential for rural development but that actions taken on the basis of this assumption have given disappointing results. Low-interest policies and the improper use of financial markets are seen as the principal reasons for this. It is recommended that higher and more flexible interest rates are allowed and that little or no attention is given to target loans. Informal lenders are thought to offer valuable services therefore they should not be discouraged. More emphasis should be put on voluntary savings mobilization and access to formal loans by non-farm rural firms. It is concluded that many traditional agricultural credit programmes are counterproductive and that attractive product and input prices together with higher yields would be more powerful in stimulating agricultural development.

Die vorliegende Untersuchung hätte ohne die Mithilfe vieler Personen und ohne die infrastrukturelle Unterstützung durch mehrere Institu­ tionen nicht entstehen können. An erster und oberster Stelle möchte ich Herrn Prof. Dr. Henrik Kreutz danken. Abgesehen davon, daß die Anregung zu dieser Arbeit auf ihn zurückgeht, hat mich Prof. Kreutz sowohl bei der theoretischen als auch bei der empirischen Arbeit fortwährend unter­ stützt. Eine ganze Reihe von überlegungen und Thesen sind im Grunde sein (mir in langdauernden Diskussionen vermitteltes) Gedan­ kengut. Auch bei der Konstruktion der Fragebögen, bei der Ver­ schaffung des Zugangs zu Sekundärdaten sowie bei der Vermittlung von Gelegenheiten, Befragungen durchzuführen und/oder "meine Thematik" in laufende Forschungsprojekte einzubringen, stand mir Prof. Kreutz stets zur Seite. Da mir für die Untersuchung keine speziellen Forschungsgelder zur Verfügung standen, mußte ich zur Deckung der anfallenden Kosten etwas verschlungene Wege gehen: Die Wiener Kammer für Arbeiter und Angestellte ließ mir eine (schmale) Dissertationsförderung in Form einer einmaligen Zahlung zukommen. Das Institut für Arbeits­ und Betriebswissenschaften der technischen Universität Wien über­ nahm im Rahmen des Projekts S-23 die Kosten für den Druck der Fragebögen. Am meisten freilich habe ich die Infrastruktur des Wiener Instituts für höhere Studien "expropriiert". Als Scholar an diesem Institut konnte ich an der dortigen EDV-Anlage die gesamten Datenaufbereitungs- und Auswertungsarbeiten durchführen.

The perception that our nation's public schools are disorderly and unsafe is widespread, and the image of the public school is deteriorating. Since 1974, the Gallup organization has gathered opinions about the public schools. The percentage giving the schools an "A" rating declined from 18% to 6% between 1974 and 1983 (Gallup, 1974, 1984). In a recent survey of America's teenagers, only 9% gave the schools an "A" rating (Bahner, 1980, p. 106). Lack of discipline tops the list of the problems adults see facing schools, and class disturbances and theft are reported by teenagers to be "very big" or "fairly big" problems in their schools (Bahner, 1980, p. 107). These public perceptions are fostered by and reflected in national media attention ("City Schools in Crisis," 1977; "Help! Teacher Can't Teach!" 1980; "High Schools under Fire," 1977). Public concern is also reflected in Congressional hearings where testimony creates the image of grave disorder within our schools (U.s. Senate, Committee on the Judiciary, 1975, 1976b; U.s. House of Representatives, Subcommittee on Elementary, Secondary, and Vocational Education, 1980). The public has given the schools low marks, and the Senate Judiciary Committee (1975) gave the schools an" A" in violence and vandalism. In short, parents, students, and public officials are alarmed at what they see as a rising tide of violence and disorder in the schools and are concerned about how much learning can occur in a disruptive environ­ ment, and about the safety of teachers and students.
