Small Town and Village in Bavaria: The Passing of a Way of Life

At the center of this investigation is the great modernization effort of a West German state, Bavaria, in the 1970s and 1980s, by means of a reform of the smaller units of local government. The reforms were meant to abolish all autonomous local governments serving populations of fewer than 3,000, thereby reducing the number of local governments in Bavaria from more than 7,000 to less than 2,000. Based on interviews, surveys, and statistical research, this study chronicles fifteen communities and their challenges, developments, and social changes from post-1945 up to the present. While this book explores the decline of the iconic village community, it also reveals the survival of medieval towns in a contemporary world, and despite the modern desire for comprehensive and well-integrated services, there remains a seemingly perennial appeal of small town and village life.

Small Voluntary Organisations in the 'Age of Austerity': Funding Challenges and Opportunities

This book analyses the dynamics that underlie the awarding of public funding to small voluntary organisations in the UK. Using Bourdieu’s later work on state power, the author argues that these competitions for grants, loans and contracts are neoliberal funding ‘games’. Such games tempt grassroots organisations, she demonstrates, not just because they provide funding but because they confer a symbolic profit by defining the 'winner' and improving status. Taking part in these neoliberal funding games, however, can adversely affect the structure and development path of these organisations. Yet her conclusion is upbeat, focusing on the opportunities as well as the challenges that neoliberalism offers grassroots organisations in recompense for the moral weight that they hold within state discourse. Within supportive coalitions and with a robust evidence base that re-politicises neoliberal orthodoxy, in fact, they can choose to negotiate alternative futures within state policy or to withdraw from these funding games altogether. This thought-provoking work will appeal to students and researchers of sociology and social policy, along with scholars of Bourdieu, civil society and the voluntary sector.

Small Works: Poverty and Economic Development in Southwestern China

How can policymakers effectively reduce poverty? Most mainstream economists advocate promoting economic growth, on the grounds that it generally reduces poverty while bringing other economic benefits. However, this dominant hypothesis offers few alternatives for economies that are unable to grow, or in places where economic growth fails to reduce or actually exacerbates poverty. In Small Works, John A. Donaldson draws on his extensive fieldwork in two Chinese provinces—Yunnan and Guizhou—that are exceptions to the purported relationship between economic growth and poverty reduction. In Yunnan, an outward-oriented developmental state, one that focuses on large-scale, urban development, has largely failed to reduce poverty, even though it succeeded in stimulating economic growth. Provincial policy shaped roads, tourism, and mining in ways that often precluded participation by poor people. By contrast, Guizhou is a micro-oriented state, one that promotes small-scale, low-skill economic opportunities—and so reduces poverty despite slow economic growth. It is no coincidence that this Guizhou approach parallels the ideas encapsulated in the "scientific development view" of China's current president Hu Jintao. After all, Hu, when Guizhou's leader, helped establish the micro-oriented state in the province. Donaldson’s conclusions have implications for our understanding of development and poverty reduction, economic change in China, and the thinking behind China's policy decisions.

As cities compete globally, the Smart City has been touted as the important new strategic driver for regeneration and growth. Smart Cities are employing information and communication technologies in the quest for sustainable economic development and the fostering of new forms of collective life. This has made the Smart City an essential focus for engineers, architects, urban designers, urban planners, and politicians, as well as businesses such as CISCO, IBM and Siemens. Despite its broad appeal, few comprehensive books have been devoted to the subject so far, and even fewer have tried to relate it to cultural issues and to assume a truly critical stance by trying to decipher its consequences on urban space and experience. This cultural and critical lens is all the more important as the Smart City is as much an ideal permeated by Utopian beliefs as a concrete process of urban transformation. This ideal possesses a strong self-fulfilling character: our cities will become ‘Smart’ because we want them to. This book opens with an examination of the technological reality on which Smart Cities are built, from the chips and sensors that enable us to monitor what happens within the infrastructure to the smartphones that connect individuals. Through these technologies, the urban space appears as activated, almost sentient. This activation generates two contrasting visions: on the one hand, a neo-cybernetic ambition to steer the city in the most efficient way; and on the other, a more bottom-up, participative approach in which empowered individuals invent new modes of cooperation.
