East Asia's Other Miracle: Explaining the Decline of Mass Atrocities

East Asia, until recently the scene of widespread blood-letting, has achieved relative peace. A region that at the height of the Cold War had accounted for around eighty percent of the world's mass atrocities has experienced such a decline in violence that by 2015 it accounted for less than five percent. This book explains East Asia's 'other' miracle and asks whether it is merely a temporary blip in the historical cycle or the dawning of a new, and more peaceful, era for the region. It argues that the decline of mass atrocities in East Asia resulted from four interconnected factors: the consolidation of states and emergence of responsible sovereigns; the prioritization of economic development through trade; the development of norms and habits of multilateralism, and transformations in the practice of power politics. Particular attention is paid to North Korea and Myanmar, countries whose experience has bucked regional trends largely because these states have not succeeded in consolidating themselves to the point where they no longer depend on violence to survive. Although the region faces several significant future challenges, this book argues that the much reduced incidence of mass atrocities in East Asia is likely to be sustained into the foreseeable future.

Explanation Beyond Causation: Philosophical Perspectives on Non-Causal Explanations


Explanations are important to us in many contexts: in science, mathematics, philosophy, and also in everyday and juridical contexts. But what is an explanation? In the philosophical study of explanation, there is long-standing, influential tradition that links explanation intimately to causation: we often explain by providing accurate information about the causes of the phenomenon to be explained. Such causal accounts have been the received view of the nature of explanation, particularly in philosophy of science, since the 1980s. However, philosophers have recently begun to break with this causal tradition by shifting their focus to kinds of explanation that do not turn on causal information. The increasing recognition of the importance of such non-causal explanations in the sciences and elsewhere raises pressing questions for philosophers of explanation. What is the nature of non-causal explanations - and which theory best captures it? How do non-causal explanations relate to causal ones? How are non-causal explanations in the sciences related to those in mathematics and metaphysics? This volume of new essays explores answers to these and other questions at the heart of contemporary philosophy of explanation. The essays address these questions from a variety of perspectives, including general accounts of non-causal and causal explanations, as well as a wide range of detailed case studies of non-causal explanations from the sciences, mathematics, and metaphysics.

Liberalism with Excellence

During the past several decades, political philosophers have frequently clashed with one another over the question whether governments are morally required to remain neutral among reasonable conceptions of excellence and human flourishing. Whereas the numerous followers of John Rawls (and kindred philosophers such as Ronald Dworkin) have maintained that a requirement of neutrality is indeed incumbent on every system of governance, other philosophers — often designated as 'perfectionists' — have argued against the existence of such a requirement. Liberalism with Excellence enters these debates not by plighting itself unequivocally to one side or the other, but instead by reconceiving each of the sides and thus by redirecting the debates that have occurred between them. On the one hand, the book rejects the requirement of neutrality by contending that certain subsidies for the promotion of excellence in sundry areas of human endeavour can be proper and vital uses of resources by governments. Advocating such departures from the constraint of neutrality, the book presents a version of liberalism that can rightly be classified as 'perfectionist'. On the other hand, the species of perfectionism espoused in Liberalism with Excellence diverges markedly from the theories that have usually been so classified. Indeed, much of the book assails various aspects of those theories. What is more, the aspirational perfectionism elaborated in the closing chapters of the volume is reconcilable in most key respects with a suitably amplified version of Rawlsianism. Hence, by reconceiving both the perfectionist side and the neutralist side of the prevailing disputation, Liberalism with Excellence combines and transforms their respective insights.

Process, Action, and Experience


There has been a philosophical upheaval recently in our understanding of the metaphysics of the mind. The philosophy of mind and action has traditionally treated its subject matter as consisting of states and events, and completely ignored the category of ongoing process. So the mental things that happen - experiences and actions - have been taken to be completed events and not ongoing processes. But events by their very nature as completed wholes are never present to the agent or subject; only ongoing processes can be present to a subject in the way required for conscious experience and practical self-knowledge. This suggests that a proper understanding of processes is required to understand subjective experience and agency. This volume explores the possibility and advantages of taking processes to be the subject matter of the philosophy of mind and action. The central defining feature of the process argument is its use of the progressive (as opposed to perfective) aspect. But beyond this, philosophers working on the metaphysics of processes do not agree. The contributors to this volume take up this argument in the metaphysics of processes. Are processes continuants? Are they particulars at all, or should we rather be thinking of process activity as a kind of stuff? Process, Action, and Experience considers whether practical reasoning and practical self-knowledge require thinking of action in process terms, and it considers arguments for the processive nature of conscious experience.

Explanation in Ethics and Mathematics: Debunking and Dispensability


How far should our realism extend? For many years philosophers of mathematics and philosophers of ethics have worked independently to address the question of how best to understand the entities apparently referred to by mathematical and ethical talk. But the similarities between their endeavours are not often emphasised. This book provides that emphasis. In particular, it focuses on two types of argumentative strategies that have been deployed in both areas. The first—debunking arguments—aims to put pressure on realism by emphasising the seeming redundancy of mathematical or moral entities when it comes to explaining our judgements. In the moral realm this challenge has been made by Gilbert Harman and Sharon Street; in the mathematical realm it is known as the 'Benacerraf-Field' problem. The second strategy—indispensability arguments—aims to provide support for realism by emphasising the seeming intellectual indispensability of mathematical or moral entities, for example when constructing good explanatory theories. This strategy is associated with Quine and Putnam in mathematics and with Nicholas Sturgeon and David Enoch in ethics. Explanation in Ethics and Mathematics addresses these issues through an explicitly comparative methodology which we call the 'companions in illumination' approach. By considering how argumentative strategies in the philosophy of mathematics might apply to the philosophy of ethics, and vice versa, the papers collected here break new ground in both areas. He engages with his critics, and shows the way to resolution of their differences. This volume is partly about what it is for things to matter, in the sense that we all have reasons to care about these things. Much of the book discusses three of the main kinds of meta-ethical theory: Normative Naturalism, Quasi-Realist Expressivism, and Non-Metaphysical Non-Naturalism, which Derek Parfit now calls Non-Realist Cognitivism. This third theory claims that, if we use the word 'reality' in an ontologically weighty sense, irreducibly normative truths have no mysterious or incredible ontological implications. If instead we use 'reality' in a wide sense, according to which all truths are truths about reality, this theory claims that some non-empirically discoverable truths-such as logical, mathematical, modal, and some normative truths-raise no difficult ontological questions. Parfit discusses these theories partly by commenting on the views of some of the contributors to Peter Singer's collection Does Anything Really Matter? Parfit on Objectivity. Though Peter Railton is a Naturalist, he has widened his view by accepting some further claims, and he has suggested that this wider version of Naturalism could be combined with Non-Realist Cognitivism. Parfit argues that Railton is right, since these theories no longer deeply disagree. Though Allan Gibbard is a Quasi-Realist Expressivist, he has suggested that the best version of his view could be combined with Non-Realist Cognitivism. Parfit argues that Gibbard is right, since Gibbard and he now accept the other's main meta-ethical claim. It is rare for three such different philosophical theories to be able to be widened in ways that resolve their deepest disagreements. Everything Flows explores the metaphysical thesis that the living world is not made up of substantial particles or things, as has often been supposed, but is rather constituted by processes. The biological domain is organised as an interdependent hierarchy of processes, which are stabilized and actively maintained at different timescales. Even entities that intuitively appear to be paradigms of things, such as organisms, are actually better understood as processes. Unlike previous attempts to articulate processual views of biology, which have tended to use Alfred North Whitehead's panpsychist metaphysics as a foundation, this book takes a naturalistic approach to metaphysics. It submits that the main motivations for replacing an ontology of substances with one of processes are to be found in the empirical findings of science. Biology provides compelling reasons for thinking that the living realm is fundamentally dynamic, and that the existence of things is always conditional on the existence of processes. The phenomenon of life cries out for theories that prioritise processes over things, and it suggests that the central explanandum of biology is not change but rather stability, or more precisely, stability attained through constant change. This edited volume brings together philosophers of science and metaphysicians interested in exploring the prospects of a processual philosophy of biology. The contributors draw on an extremely wide range of biological case studies, and employ a process perspective to cast new light on a number of traditional philosophical problems, such as identity, persistence, and individuality.

Stephen Gaukroger and Catherine Wilson split the volume into four distinct parts; Cartesian Science, Mind and Perception, Actions and Passions, and Cartesian Woman. The contributors are internationally known and respected scholars of 17th century philosophy writing on a number of their favourite Cartesian topics.
