Die lange Zeit praktizierte Tabuisierung von Armut in einer reichen Gesellschaft ist inzwischen überwunden. Die Notwendigkeit, auf verschiedenen Politikfeldern das Ziel der Vermeidung und Überwindung von Armut mitein- beziehen, wurde anerkannt. Auch die wissenschaftliche Auseinandersetzung mit Begriff, Erscheinungsformen, Ausmaß und Ursachen von Armut und die empi- sche Erforschung von Armut wurden intensiviert. Die beiden Armuts- und Reichtumsberichte der Bundesregierung von 2001 und 2005 dokumentieren den Erkenntnisstand und das Spektrum der politischen Aktivitäten. Gleichwohl bleibt festzustellen: Die Betroffenheit von Armut hat nicht - genommen, sondern zugenommen. Die Armutsquote ist von 12,1 % (1998) auf 13,5 % (2003) und aktuell (2007) auf 17,8 % gestiegen. Armut ist nicht lediglich ein Randphänomen, sondern greift in die Mitte der Gesellschaft über. Und: Die Kluft zwischen arm und reich vertieft sich in Deutschland. In keinem anderen westlichen Industrieland driften die Einkommen von NiedriglohnbezieherInnen und Spitzenverdienern so schnell auseinander. Spitzenmanager verdienten 2006 mit durchschnittlich 4,3 Mio Euro brutto Jahresgehalt im Durchschnitt 126-mal so viel wie ein Arbeiter im produzierenden Gewerbe (34. 000 Euro/Jahr). Bei den Vermögen verfestigt sich Ungleichheit: Die oberen 10 % der Bevölkerung bes- zen in Deutschland die Hälfte des gesamten Privatvermögens; den unteren 50 % gehören demgegenüber gerade einmal 4 % des Vermögens.
