Die Bundestagswahl 2005 war in vielerlei Hinsicht besonders. Die vorgezogenen Neuwahlen stellten die Wahlkampfführung der Parteien vor ungewohnte Aufgaben. In kurzer Zeit musste die SPD eine Strategie entwickeln, den scheinbar uneinholbaren Vorsprung von Schwarz-Gelb wieder wettzumachen. Die Union musste sich zwischen einem offensiven Oppositionswahlkampf und einem im Zuge der Siegesgewissheit gouvernementalen Wahlkampf entscheiden. Besonders war auch die erstmalige Kandidatur einer Frau - verbunden mit der Frage, ob die Deutschen reif seien für eine Kanzlerin. Besonders waren schließlich die Wahlkampfdynamik und das Wahlergebnis. Die bürgerliche Opposition verspielte in wenigen Wochen einen enormen Vorsprung, so dass es am Ende nicht für eine Koalition aus Union und FDP reichte. Die Große Koalition war das Ergebnis.

Stuttgart 21: Ein Großprojekt zwischen Protest und Akzeptanz

„Stuttgart 21“ war in den letzten Jahren eines der umstrittensten Infrastrukturprojekte in Deutschland. Es ist zugleich ein Projekt zwischen Protest und Akzeptanz. Im August 2010 entfaltet der Protest mit dem Abriss des Nordflügels des Stuttgarter Bahnhofs seine Dynamik. Die Medienaufmerksamkeit war groß. Es folgte der 30.9.2010, an dem es im Stuttgarter Schlossgarten zu Zusammenstößen zwischen Polizei und Demonstranten kam. Die aufgeheizte Stimmung führte zu der von der damaligen Landesregierung angeregten „Schlichtung“ unter der Leitung von Heiner Geißler. Es folgte im März 2011 die baden-württembergische Landtagswahl, aus der erstmals eine grün-rote Landesregierung hervorging. Am 27.11.2011 fand dann die Volksabstimmung zu „Stuttgart 21“ statt. Bei hoher Beteiligung stimmte sowohl in Ba­den-Württemberg als auch in Stuttgart eine Mehrheit gegen den Ausstieg des Landes aus der Finanzierung des Projektes. Der Band beschäftigt sich in erster Linie mit der Zeit vom Protest im August 2010 bis zur Akzeptanz im November 2011. Er trägt die wissenschaftlichen Erkenntnisse zahlreicher Autoren zusammen. Zudem wird diskutiert, welche Lehren aus dem Projekt „Stuttgart 21“ gezogen werden können.

The Integrated Services Digital Network (ISDN) represents the current position in about a hundred years of evolutionary growth of the worldwide telecommunications infrastructure. This evolution is by no means complete and the next few years will see the emergence of a "Broad-band" ISDN as the next stage of evolutionary development. It is important to appreciate the evolutionary nature of the telecommunications infrastructure if one is to properly understand much of the thinking that lies behind the current ISDN proposals. This book therefore begins with a number of chapters devoted to a study of the various developments which have eventually led to the concept of an integrated digital network. These include the development of digital transmission of speech using PCM and the development of digital switching techniques based on stored program control. The book then turns to a consideration of those features of the existing telecommunications network which need to be modified in order to make ISDN a realizable practicality. Of particular importance is the digitization of transmission over the links between the user and the local exchange. Next we look at the current practice and proposals for ISDN based on the technology presently in use in the telephone network. Finally, we look at the proposals for a broadband ISDN likely to become widely available by the turn of the century.
