Financing Public Universities: The Case of Performance Funding (Higher Education Dynamics #18)
by Marcel Herbst"Financing Public Universities" addresses newer practices of resource allocation which tie funding to indicators of performance. The gist of these efforts is to raise the quality of institutional systems. Performance-based budgeting and funding of public universities is part of broader efforts to reform public management, and it is being promoted and implemented by various government agencies around the globe. In particular, European universities with their normally strong governmental ties, or higher education systems molded on European universities, are prime targets of such reforms. Performance funding has made its inroads in attempts to grant university systems managerial autonomy: autonomy was to be granted in exchange for funding modes which are tied to the measurement of performance indicators. Unfortunately, performance-based budgeting or funding measures cannot meet the various expectations: they do not raise the quality of teaching or learning; they do not raise research performance; they take back a great deal of managerial autonomy which is commonly judged to be essential for the well being of higher education institutions, in particular research universities; and they act as automata in place of proper governance and management. "Financing Public Universities" addresses policy makers, higher education administrators, scholars and students of higher education management. After an introduction to the theme and to the book (Chapter 1), "Financing Public Universities" covers the evolvement of mass higher education and the associated curtailment of funding (Chapter 2), the public management reform debate (Chapter 3) within which performance-based budgeting or funding evolved (Chapter 4), sketches alternative governance and management modes which can be used instead (Chapter 5), and epitomizes inertia or challenges (Chapter 6). Four appendices cover more technical matters, such as a comparative exposition of the research performance ofuniversities by nation (Appendix C) and examples of funding systems in the UK and in the USA (Appendix D).

If there are several losses, it may be that more than one of the claimant’s interests is affected and that only some of his losses are considered to be recoverable damage. Whether or not consequential loss is regarded as an independent harm, to be addressed separately, or as part of the whole damage also bears upon this question of recoverability, as well as upon the application of statutes of limitation of action. Where there exist liability caps and minimum damage thresholds, the question may arise whether these apply once only, to the whole of the claim, or to each of several different c- ponents of the overall claim. A plurality of losses may also be reflected in the application of the laws of contributory negligence. These problems relating to the divisibility of damage may be particularly pressing in cases where there are multiple claimants or multiple defendants. If two or more claimants have rights over the same damaged property (e. g. as joint owners or as owner and licensee), whether they are regarded as having suffered the same loss or independent losses may have implications for the claims they can bring.

Endoscopy plays a pivotal role in gastroenterology and, vice versa, is crucially dependent on new developments and inventions in gastroenterology and basic sciences as well as technical progress. The first section deals with the most relevant new technologies including conventional and novel endoscopic imaging as well as new developments in therapeutic gastrointestinal endoscopy, pancreatobiliary endoscopy and ultrasound. Therapeutic endoscopy of biliary and pancreatic diseases is often difficult and involves risks. The third section contains papers on hilar tumors and chronic pancreatitis. Prevention and adequate management of complications is the topic of the final section. It is important to maintain high standards in interventional endoscopy. Complications can arise when patients are sedated, which is mostly the routine in daily endoscopic practice; during dilatation of gastrointestinal strictures perforations can occur or endoscopic retrograde cholangiopancreatography may result in post-interventional pancreatitis.

Shifts in Compensation between Private and Public Systems (Tort and Insurance Law #22)

Ces nouvelles classes thérapeutiques vont continuer à se développer. Grâce à elles, des maladies telles que le cancer du rein, du côlon ou du sein, les GIST, ont une histoire naturelle désormais modifiée. Il s’intéresse précisément à ce qui ne se visualise qu’à l’exploration chirurgicale, dans les conditions d’aseptie et d’anesthésie du bloc opératoire. Il s’agit de« bilanter », de réparer et de rééduquer les multiples tendons, nerfs et vaisseaux qui composent et animent la main, entre la peau et le squelette. L’ouvrage décrit les réparations de l’appareil tendineux dans le but de restaurer au mieux la mobilité. Une large part est accordé à la réparation des nerfs. Enfin, cet ouvrage ne serait pas complet s’il ne traitait pas les lésions multi-tissulaires. En urgence, une complexe stratégie doit se mettre en place en quelques minutes pour analyser les lésions, comprendre les besoins du patient, et reconstruire une main efficace et esthétique.

This book is the proceedings of Falk Symposium 157, entitled ‘Chronic Hepatitis: Metabolic, Cholestatic, Viral and Autoimmune’, held in Freiburg, Germany, on 10--11 October 2006 (one of three symposia during the XIII Falk Liver Week 2006). It provides up-to-date information on new developments in the field of chronic hepatitis and its various entities. In recent decades we have learned how heterogeneous the clinical entity of chronic hepatitis has become. The liver, as the central organ of metabolism and detoxification, is more than ever a target of disease processes evolving from the spread of obesity in the western world. Apart from nonalcoholic steatohepatitis (NASH), alcoholic liver disease is still the most prevalent liver disease in the west. Alcohol-induced liver disease exhibits a broad clinical spectrum from alcoholic steatohepatitis to cirrhosis. Alcoholic hepatitis is a disease entity with a particular poor prognosis. Any liver disease of unknown cause is suspected as being drug-associated. Every new drug metabolized in the liver has the potential to damage the liver. Primary biliary cirrhosis has seen significant progress due to the identification of new risk factors based on new epidemiological studies. Interface hepatitis has become a prognostic marker as well as a therapeutic target. The treatment of autoimmune hepatitis has progressed significantly due to an individualized approach to immunosuppression.

by Simon Gindikin James Lepowsky Robert WilsonA four-day conference, "Functional Analysis on the Eve of the Twenty First Century," was held at Rutgers University, New Brunswick, New Jersey, from October 24 to 27, 1993, in honor of the eightieth birthday of Professor Israel Moiseyevich Gelfand. He was born in Krasnye Okna, near Odessa, on September 2, 1913. Israel Gelfand has played a crucial role in the development of functional analysis during the last half-century. His work and his philosophy have in fact helped to shape our understanding of the term "functional analysis" itself, as has the celebrated journal Functional Analysis and Its Applications, which he edited for many years. Functional analysis appeared at the beginning of the century in the classic papers of Hilbert on integral operators. Its crucial aspect was the geometric interpretation of families of functions as infinite-dimensional spaces, and of op erators (particularly differential and integral operators) as infinite-dimensional analogues of matrices, directlyleading to the geometrization of spectral theory. This view of functional analysis as infinite-dimensional geometry organically included many facets of nineteenth-century classical analysis, such as power series, Fourier series and integrals, and other integral transforms.
